Lagi nating nababasa at naririnig ang mga katagang “ang kabataan ang pag-asa ng bayan.” Dahil dito, nais kong malaman kung may batas ba tayo na kumikilala sa ating mga kabataan. Maraming salamat. – Alexa Durian



Dear Alexa Durian,


Ang kasagutan sa iyong katanungan ay matatagpuan sa Seksyon 3 ng Republic Act (R.A.) No. 11913 o kilala rin sa tawag na “National Youth Day,” kung saan nakasaad na:


Section 3. National Youth Day. – In observance of the International Youth Day, the twelfth (12th) day of August of every year is hereby declared as National Youth Day.”


Nakalahad dito na tuwing ika-12 ng buwan ng Agosto kada taon ang idineklara bilang “National Youth Day” at ito rin ay bilang obserbasyon ng International Youth Day. Dagdag pa rito, makikita rin sa Seksyon 4 ng R.A. No. 11913 ang mga programa na nararapat gawin para sa obserbasyon ng nasabing araw:


Section 4. Program of Activities. - To ensure the meaningful observance of National Youth Day, the National Youth Commission (NYC), in coordination with the Department of Education (DepED), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA), Sangguniang Kabataan (SK), National Union of Students of the Philippines (NUSP), and other youth and youth-serving organizations shall prepare and implement an annual program of activities including, but not limited to, discussions and/or forums on career paths, sustainable development, environment preservation, gender equality, and mental health. For this purpose, the NYC may engage in partnerships with local and international youth organizations suitable to providing these discussions. The youth organizations and youth-serving organizations shall likewise support the NYC in its effort to promote and facilitate related activities in all public and private schools.


All schools, colleges, and universities are hereby enjoined to launch activities such as leadership training, youth empowerment, workshops, basic mass integration, and community immersion activities in celebration of National Youth Day: Provided, That the respective administration of schools, colleges, and universities shall extend their full support to all activities to be conducted by their students: Provided, further, That the specific activities shall be undertaken according to the education institutions' policies and guidelines.


All provincial and local youth development offices are likewise enjoined to prepare an annual program and conduct activities that shall provide holistic development and enrichment of the youth in their respective communities.”


Ang nabanggit na batas ay kaayon ng polisiya ng pamahalaan na kilalanin ang mahalagang papel ng mga kabataan sa pagbuo ng bansa. Ito ay umaayon din sa mga hakbang tulad ng pagsasabatas ng Republic Act (R.A.) No. 8044 na lumikha sa National Youth Commission (NYC) upang manguna sa paggamit ng buong potensyal ng kabataan bilang mga katuwang sa pambansang kaunlaran.


Sana ay nabigyan namin ng linaw ang iyong katanungan. Ang payong aming ibinigay ay base lamang sa mga impormasyon na iyong inilahad at maaaring magbago kung mababawasan o madaragdagan ang mga detalye ng iyong salaysay.
