Nalaman ko na may propesyon patungkol sa isang professional interior designer, kaya nais ko sanang malaman kung sino ang mga maaaring gumanap sa kanilang mga gawain. Dear Paddy,

Matatagpuan ang kasagutan sa inyong katanungan sa Seksyon 26 ng Republic Act (R.A.) No. 10350 (R.A. No. 10350), o kilala sa tawag na “Philippine Interior Design Act of 2012,” kung saan nakasaad na:

“Section 26. Lawful Practitioners of Interior Design. – The following persons shall be authorized to practice the interior design profession:

1. Natural persons who are:

2. Duly registered and licensed as interior designers and holders of valid certificates of registration and valid professional identification cards issued by the Board and the Commission pursuant to this Act; and

3. Holders of valid temporary/special permits issued by the Board and the Commission to foreign licensed interior designers pursuant to this Act.

2. Juridical persons:

3. Single proprietorship owned by a registered and licensed interior designer;

4. General professional partnership duly registered with the Securities and Exchange Commission (SEC) as professional partnership pursuant to the Civil Code and composed of partners who are all duly registered and licensed interior designers; and

5. Corporation whose chief executive officer (CEO) and other key officers are all registered and licensed interior designers may be duly registered with the SEC as engaged in the practice of interior design.”

Bilang kasagutan sa iyong katanungan, nakalahad sa nabanggit na probisyon ng batas ang mga tao na maaaring gampanan o gawin ang mga trabaho ng isang professional interior designer. Isa na rito ay ang isang rehistradong interior designer, na napagkalooban ng lisensya at may pinanghahawakan na certificate of registration at professional identification cards na ipinagkaloob ng Professional Regulatory Board of Interior Design at Professional Regulation Commission.

Upang masigurado rin na ang isang trabaho, disenyo, o dokumento ay galing sa isang professional interior designer, maaari mong tingnan kung ang nasabing gawa ay may pirma at nalagyan ng selyo, katulad sa nabanggit sa Seksyon 27 ng R.A. No. 10350, na:

“Section 27. Issuance and Use of Seal. – A duly registered interior designer shall sign and affix the seal as approved and provided by the Board on all plans, specifications and contract documents prepared by him/her and/or under his/her direct supervision during the validity of his/her certificate of registration.

Officers and/or employees of the government, chartered cities, provinces, municipalities now or hereafter charged with the enforcement of the laws, ordinances or regulations relating to the construction or alteration of the interiors of buildings shall accept only those interior plans, specifications and contract documents which have been prepared by or under the supervision of a duly licensed interior designer and signed and sealed by him/her and submitted in full accord with the provisions of this Act.

Violation of the foregoing shall be ground for administrative and/or criminal action.”

Naging polisiya ng ating gobyerno ang pagkilala sa mahalagang papel ng propesyon ng interior design sa bansa. Kung kaya may mga batayan na itinalaga sa ating batas upang masigurado ang patuloy na pag-unlad ng mga professional interior designers, sa pamamagitan ng pagkakaroon ng tapat at kapani-paniwalang mga pagsusulit upang magkaroon ng lisensya, at mga pamantayan ng propesyonal na serbisyo at kasanayan na maaaring kilalanin sa buong mundo.
