May nakita po ako tungkol sa Balik Scientist Program na pinangangasiwaan ng Department of Science and Technology (DOST). Ano po ang mga ginagawa ng DOST sa nasabing programa? Salamat po sa iyong magiging kasagutan.

Dear Isabel Lopez,

Ang sagot sa iyong katanungan ay maaaring matatagpuan sa Seksyon 3 ng Republic Act (R.A.) No. 11035, o ang "An Act Institutionalizing the Balik Scientist Program, Appropriating Funds Therefor, and for Other Purpose,” kung saan nakasaad na:

“Section 3. Balik Scientist Program. - There is hereby created a Balik Scientist Program, hereinafter referred to as the "Program", to be administered by the Department of Science and Technology (DOST).

Under the Program, the DOST shall:

1. Survey and identify scientific and technological expertise absent or limited locally which may be addressed by a Balik Scientists in coordination with the host institution(s);

2. Manage and facilitate the processing of the applications and awards for short-term, medium-term, or long-term engagement of Balik Scientists in coordination with the host institution(s);

3. Provide and facilitate the release of the appropriate benefits and incentives provided under this Act to Balik Scientist who have passed the application process of the DOST in coordination with the respective host institution(s);

4. Issue the appropriate rules and regulations for the efficient provision of benefits and incentives, which shall include the clarification of pertinent rules and regulations promulgated and administered by other government agencies;

5. Monitor the implementation of the Program, in coordination with the respective host institution(s) and the fulfillment of the agreed obligations and responsibilities of Balik Scientist under the Program;

6. Assess the actual, and/or anticipated impact of each short-term, medium-term, long-term engagement awarded, and the overall implementation of the Program; and

7. Issue the guiding science, technology, or innovation research and development, and industry development agenda that shall guide the implementation of prioritization in the provision of awards and grants-in-aid provided under this Act.

The DOST shall prioritize the awarding of short-term, medium-term, and long-term engagements, and grants-in-aid provided under this Act that complement or address needs in ongoing or prospective government programs and projects of local and national significance. The DOST shall determine other privileges and incentives that maybe extended to Balik Scientists.”

Nais namin ipaalam sa iyo na kinikilala ng Estado na ang paggamit ng kadalubhasaan ng mga eksperto sa agham, teknolohiya, o inobasyon ng isang Pilipino ay isang mahalagang bahagi ng pambansang pagsisikap sa pag-unlad na pampulitika, pang-ekonomiya, at panlipunan. Kaya naman, idineklara bilang patakaran ng Estado na suportahan ang pakikilahok ng mga eksperto sa agham, teknolohiya, o inobasyon ng lahing Pilipino sa mga inisyatibo sa pananaliksik at pagpapaunlad para sa ating bansa.

Dahil dito, nakasaad sa Seksyon 3 ng R.A. No. 11035 na itinataguyod ang isang Balik Scientist Program na siyang pangangasiwaan ng DOST. Ang ilan sa mga kinakailangang gawin o tungkulin ng DOST sa nasabing programa ay: (a.) suriin at tukuyin ang mga kadalubhasaan sa agham at teknolohiya na wala o limitado sa lokal na maaaring matugunan ng isang balik scientist sa pakikipagtulungan sa mga host institutions; (b) pamahalaan at pangasiwaan ang pagproseso ng mga aplikasyon at parangal para sa panandalian, katamtamang termino, o pangmatagalang pakikipag-ugnayan ng mga balik scientists sa pakikipagtulungan sa mga host institutions; at (c) magbigay at pangasiwaan ang pagpapalabas ng mga naaangkop na benepisyo at insentibo na ibinigay sa ilalim ng nabanggit na batas sa mga balik scientist na nakapasa sa proseso ng aplikasyon ng DOST sa pakikipagtulungan sa kani-kanilang host institutions. Muli, ito ay ilan lamang sa mga ginagawa o gagawin ng DOST sa nasabing programa.
