Walang bayad ang pagkuha ng credentials sa mga first time job applicant

Dear Chief Acosta,

Katatapos ko lamang sa pag-aaral noong 2020, ngunit hindi ako agad nakapaghanap ng trabaho dahil sa pandemya at lockdown. Nahirapan akong kumuha ng credentials at ibang requirements. Nag-a-apply na ako para magkaroon ng unang trabaho ngunit nangangamba akong kulangin ang naitabi kong pera para sa gagastusin sa paglalakad ng mga papeles. May solusyon ba rito? – Miriam

Dear Miriam,

Kung ang tinutukoy mong “credentials, requirements at papeles” para sa inyong unang trabaho ay isa o ilan sa mga sumusunod, at ang mga ito ay kukunin mula sa mga tanggapan ng gobyerno, tulad ng National Bureau of Investigation (NBI), Philippine Statistics Authority (PSA), at Bureau of Internal Revenue (BIR), at/o state colleges/ universities, maaari kang hindi magbayad ng fees at charges para sa mga ito, alinsunod sa Republic Act (R. A.) No. 11261, o ang First Time Jobseekers Assistance Act. Nakasaad sa R. A. No. 11261 ang mga sumusunod

“Section 4. Covered Governmental Transactions. - No fees and other charges shall be collected from first time jobseekers when obtaining the following, subject to the requirement in Section 5:
(a) Police clearance certificate;
(b) National Bureau of Investigation clearance;
(c) Barangay clearance;
(d) Medical certificate from a public hospital, provided that fees and charges collected for laboratory tests and other medical procedures required for the grant of a medical certificate shall not be free of charge;
(e) Birth Certificate;
(f) Marriage Certificate;
(g) Transcript of academic records issued by state colleges and universities;
(h) Tax Identification Number (TIN);
(i) Unified Multi-Purpose ID (UMID) card; and
(j) Other documentary requirements issued by the government that may be required by employers from job applicants.”

Ayon sa Implementing Rules and Regulations ng naturang batas, kinakailangan mong magpakita ng Barangay Certification na nagsasaad na ikaw ay first-time jobseeker at residente ng barangay na mag-iisyu nito sa loob ng hindi bababa sa anim (6) na buwan. Maaari ka lamang ma-exempt sa pagbabayad sa loob ng isang (1) taon mula sa pag-isyu sa inyo ng nabanggit na Certification. Pakatandaan lamang na isang (1) beses lamang kayo maaaring ma-exempt, at ang pagsisinungaling tungkol sa o ang pag-iimbento ng Certification ay may karampatang parusa sa ilalim ng ating Revised Penal Code.
