Bilang chairman ng Senate Committee on Basic Education, kasama sa ating tungkulin na tiyakin ang kapakanan ng mga kabataang mag-aaral hindi lang sa kanilang akademiks, kundi pati rin ang kanilang mental at pisikal na kalusugan.
Kaya naman sinusuportahan ng inyong lingkod ang inisyatibo ng Department of Education (DepEd) na palakasin ang mga programa nito sa mental health sa ilalim ng K to 12 curriculum. Kabilang dito ang pagkakaroon ng isang bagong learning model na tinaguriang ‘Filipino Social and Emotional Learning’ na binuo ng ChildFund Philippines.
Nakikita nating napapanahon na isama ang modelong ito sa kurikulum at serbisyong mental support ng DepEd, lalo na ngayong nagsisikap tayo na gawing mas ligtas ang ating mga paaralan at mas matatag ang ating mga mag-aaral.
Kung inyong matatandaan, ipinakita ng mga resulta ng 2019 at 2022 Programme for International Student Assessment (PISA) na ang Pilipinas ang may pinakamataas na insidente ng bullying sa mga kalahok na bansa. Sa naturang assessment, lumalabas na isa sa tatlong Pilipinong estudyante ang naiulat na binu-bully sa eskwelahan ng isang beses sa isang linggo.
Bukod kasi sa laganap na problema ng bullying, humaharap din tayo sa tinatawag nating ‘mental health pandemic.’ Kaya kailangan nating magpatupad ng mga hakbang na magpapalakas sa suporta sa mental health para sa ating mga mag-aaral, at umaasa tayong makakamit natin ito sa pamamagitan ng pagpasa at pagpapatupad ng Basic Education Mental Health and Well-Being Promotion Act (Senate Bill No. 2200).
Sa panukala, isinusulong natin na gawing institutionalized ang School-Based Mental Health Program para pangalagaan at itaguyod ang mental health at kapakanan ng mga mag-aaral sa public at private schools. Saklaw din nito ang mga out-of-school children in special cases tulad ng mga mag-aaral na may kapansanan, indigenous peoples, children in conflict with the law, mga kabataang naiipit sa gitna ng mga sakuna, at iba pang mga marginalized sector.
Sa ilalim din ng panukalang batas, may mandato ang DepEd na magtayo at magpatakbo ng mga Care Center sa public schools. Responsibilidad ng mga Care Center na turuan ang mga mag-aaral pagdating sa prevention, identification, at wastong pagresponde at referral para sa kanilang mga pangangailangan pagdating sa mental health. Tungkulin ng DepEd na tiyaking may mga Care Center din sa private schools.
Bilang lingkod-bayan na nagsusulong ng dekalidad na edukasyon para sa lahat, mahalaga para sa atin na matiyak ang wastong aruga sa mga kabataang mag-aaral at guro sa aspetong pisikal, mental, emosyonal, moral, ispirituwal at pakikipagkapwa-tao.
