May “K” ang barangay na magtayo ng pasilidad

Nakasaad sa Section 17 ng Republic Act (R. A.) No. 7160, o ang Local Government Code of the Philippines, ang mga sumusunod:

“Section 17. Basic Services and Facilities. –

(a) Local government units shall endeavor to be self-reliant and shall continue exercising the powers and discharging the duties and functions currently vested upon them. They shall also discharge the functions and responsibilities of national agencies and offices devolved to them pursuant to this Code. Local government units shall likewise exercise such other powers and discharge such other functions and responsibilities as are necessary, appropriate, or incidental to efficient and effective provisions of the basic services and facilities enumerated herein.

(b) Such basic services and facilities include, but are not limited to, the following:

(1) For Barangay:

(vi) Infrastructure facilities such as multi-purpose hall, multipurpose pavement, plaza, sports center, and other similar facilities xxx.”

Kung ating pagninilayan ang nasabing probisyon ay malinaw na nakasaad na binibigyan ng batas ang mga yunit sa lokal na pamahalaan kabilang na ang barangay na magkaroon ng tiwala sa sarili at paigtingin ang pagiging malaya sa pagtupad ng kanyang mga mandato. Sa mga nabanggit sa itaas na probisyon, malinaw na nakalista ang mga pangunahing serbisyo at pasilidad na dapat ipagkaloob sa mamamayan ng barangay. Ayon sa nabanggit na probisyon, ang mga istruktura at pasilidad na tulad ng multi-purpose hall, pavement, plaza, sports center at iba pang tulad na pasilidad ay maaaring ipatayo ng barangay para magamit ng mamamayan sa kanilang mga pangangailangan. Ang mga istrukturang ito ay para sa kapakanan ng mamamayang nasasakupan ng barangay.
