Utos ni P-BBM… TESDA, mula sa DTI, ibalik sa DOLE

Naglabas ng direktiba si Pangulong Ferdinand “Bongbong” Marcos Jr. hinggil sa paglipat o transfer ng Technical Education and Skills Development Authority (TESDA) mula sa Department of Trade and Industry (DTI) sa Department of Labor and Employment (DOLE).
Sa pamamagitan ng Executive Order No. 5, iniutos ni Pangulong Marcos ang transfer of attachment ng TESDA sa ilalim ng DOLE kaugnay sa policy at program coordination.
Nakasaad sa Section 2 ng EO No. 5, “the Secretary of Labor and Employment shall be the chairperson of the TESDA Board pursuant to Section 7 of Republic Act No. 7796 or the Technical Education and Skills Development Authority Act of 1994.”
Ayon sa EO5, ang TESDA Board at kanilang Secretariat ay dapat na isagawa ang kani-kanilang tungkulin alinsunod sa Sections 8 at 10 ng RA No. 7796.
Binanggit pa sa EO5 ang Section 2, Chapter 1, Title VII, Book IV of EO No. 292 o ang Administrative Code of 1987 na anito, “the DOLE shall be the primacy policy-making, programming, coordinating and administrative entity in the field of labor and employment, responsible for the promotion of gainful employment opportunities and the optimization of the development and utilization of the country's human resources.”
“It is the policy of the national government to rationalize the functional structures of agencies with complementary mandates and promote coordination, efficiency and organizational coherence in the bureaucracy,” batay sa EO5.
Gayundin, nakapaloob sa EO5, “TESDA is the primary agency responsible for formulating continuing, coordinated and fully integrated technical education and skills development policies, plans and programs, taking into consideration improved linkages between industry, labor and government in the formulation of any national-level plan.”
Ang TESDA ay orihinal na attached agency ng DOLE, subalit isang order ang ibinaba ni dating Pangulong Rodrigo Duterte noong Oktubre 2018, ang pag-transfer nito sa DTI na ayon dito, “to ensure responsiveness and efficiency in the delivery of essential public services and the attainment of the administration’s ten point socio-economic agenda and the development goals as articulated in the Philippine Development Plan.”
Samantala, noong Hulyo si Danilo Cruz ang in-appoint ni Pangulong Marcos bilang secretary-general ng TESDA.
