Inspeksyon ng Local Health Officers, kailangan sa mga laundry shop

Dear Chief Acosta,

Nagtayo ng laundry shop ang aming kapitbahay, ngunit sa aking palagay, hindi siya sumusunod sa sanitary requirements na itinakda ng batas. Nais kong malaman kung sino ba ang dapat mag-inspeksyon ng mga laundry shops kung ito ay sumusunod sa mga kaukulang sanitary requirements at mayroon bang kaukulang parusa kung pigilan ng may-ari ng laundry shop ang nasabing inspeksyon? –Olive

Dear Olive,

Para sa iyong kaalaman, ang iyong katanungan ay tinatalakay sa Section 12.1 ng Implementing Rules and Regulations of Chapter V- “Public Laundry” of the Code of Sanitation of the Philippines (P.D. No. 856), kung saan nakasaad na:

“Section 12. INSPECTION AND EVALUATION

12.1 Responsible Officer

It shall be the duty of the local health officer to cause the inspection and evaluation of every establishment requiring a sanitary permit for its operation at least every three(3) months and to cause additional inspection and re-inspection and evaluation as deemed necessary for the enforcement of these rules and regulations.”

Ayon sa nabanggit na probisyon ng batas, responsibilidad ng local health officers o lokal na opisyal ng pangkalusugan ng isang probinsya o siyudad ang pag-iinspeksyon ng mga laundry shops upang malaman kung ang mga ito ay sumusunod sa mga sanitary requirements na itinakda ng batas.

Samakatuwid, maaari mong ipagbigay-alam sa inyong mga local health officers kung may paglabag sa laundry shop ng iyong kapitbahay sa mga sanitary requirements upang makapagsagawa sila ng isang inspeksyon.

Sa kabilang banda, ang pagpigil naman sa nasabing inspeksyon ay pinapatawan ng kaukulang parusa sang-ayon sa Section 17 ng Implementing Rules and Regulations ng nasabing batas kung saan nakasaad na:

“Section 17. PENAL PROVISION.

Any person who shall interfere or hinder, or oppose any officer, agent or member of the Department of Health or of the bureaus and offices under it, in the performance of his duty as provided for under these rules and regulations, or shall tear down, mutilate, deface or alter any placard or notice, affixed to the premises in the enforcement of these rules and regulations shall be guilty of misdemeanour and punishable upon conviction by imprisonment for a period not exceeding six (6) months or by a fine not exceeding Php1,000 or both depending on the discretion of the court.”
