Pinirmahan ni Pangulong Ferdinand Marcos Jr. ang isang bagong batas na nagpapatupad ng automatic income classification para sa mga probinsya, lungsod, at munisipalidad, ayon sa isang dokumento nitong Biyernes.


Nilagdaan ni Marcos Jr. ang Republic Act No. 11964 noong Oktubre 26, 2023, na isinapubliko nitong Biyernes.


Ayon kay Marcos, maaaring gamitin ang income classification upang tukuyin ang mga pinansiyal na tulong at iba pang ayuda sa mga lokalidad, pati na rin ang kanilang kakayahang pinansyal.


Magiging batayan ang classification para sa taunan o karagdagang alokasyon para sa mga personal services ng isang lugar at posibilidad ng bagong local government unit, “ provided that the division and merger of an existing LGU shall not downgrade the income classification of the original unit pursuant to Section 8 of Republic Act No. 7160.”


Magtatakda rin ang income classification ng bilang ng mga halal na miyembro sa Sangguniang Panlalawigan at Sangguniang Bayan, pati na rin ng kompensasyon ng mga local government personnel.


Magaganap ang unang general income reclassification sa loob ng anim na buwan mula sa pagsasabisa ng batas at bawat tatlong taon pagkatapos nito.


"The first income reclassification of provinces, cities, and municipalities will take effect on January 1st of the immediately succeeding year following the issuance of the table of income classification by the Finance Secretary," paliwanag ni Press Secretary Cheloy Garafil.


Itinakda ng batas ang mga sumusunod na income classification:


PROVINCES:


—First class - P1.5 billion average annual regular income

—Second class - P900 million average annual regular income but less than P1.5 billion

—Third class - P700 million average annual regular income but less than P900 million

—Fourth class - P500 million average annual regular income but less than P700 million

—Fifth class- Less than P500 million average annual regular income


CITIES:


—First class - P1.3 billion average annual regular income

—Second class - P1 billion average annual regular income but less than P1.3 billion

—Third class - P800 million average annual regular income but less than P1 billion

—Fourth class - P500 million average annual regular income but less than P800 million

—Fifth class- Less than P500 million average annual regular income


MUNICIPALITIES:


—First class - P200 million average annual regular income

—Second class - P160 million million average annual regular income but less than P200 million

—Third class - P130 million average annual regular income but less than P160 million

—Fourth class - P90 million average annual regular income but less than P160 million

—Fifth class- Less than P90 million average annual regular income
