Agham at teknolohiya ng bansa, dapat isulong sa kahit may pandemya

Kinikilala ng Estado na ang paggamit ng kadalubhasaan ng mga scientist o dalubhasa sa agham, teknolohiya at maging ang mga eksperto sa inobasyon ay mahalagang bahagi ng pambansang pagsisikap sa pag-unlad sa pulitika, ekonomiya at panlipunan.

Sa katunayan, hindi maipagkakaila na ang kahalagahan ng mga inobasyon sa larangan ng teknolohiya at agham ay hindi lamang napapanahon, bagkus ay isa nang pangangailangan ngayong pandemya.

Kaugnay nito, naisabatas ang Republic Act No. 11035, o mas kilala sa tawag na “Balik Scientist Act.” Ang batas ay nakatulong upang mahikayat ang patuloy na pag-unlad ng ating bansa sa larangan ng agham at teknolohiya.

Ayon sa batas, binibigyan karapatan na mas makamtan ang mithiin na mapaunlad at maisulong ang agham, teknolohiya at inobasyon sa ating bansa sa pamamagitan ng paghihikayat sa mga eksperto, dalubhasa o propesyunal na magbalik, makipag-ugnayan at makipagkasundo na ibahagi ang kani-kanilang kaalaman, karanasan at kadalubhasaan kapalit ang mga sumusunod na insentibo:

“Section 6. General Benefits, Incentives, and Privileges. - All Balik Scientists under the short-term, medium-term or long-term engagements shall be eligible for the following general benefits, incentives, and privileges:

(a) Exemption form the licensing or permitting requirements of the Professional Regulation Commission (PRC); x x x;

(b) Accident and medical insurance covering the duration of the engagement awarded by the DOST;

(c) Reimbursement of expenses for excess baggage allowance related to scientific project activities;

(d) Exemption from renouncing their oath of allegiance to the country where they took the oath, x x x;

(e) Tax and duty exemption in the donation of equipment, instruments, and materials to the DOST, x x x; and

(f) Tax and duty exemption in the importation of professional equipment, instruments, and materials of the Balik Scientists.” Republic Act No. 11035

Bukod pa sa pangkalahatang insentibo, mayroon ding karagdagang benepisyo na ipinagkakaloob sa mga balik-scientist o dalubhasa alinsunod sa termino o panahon ng kani-kanilang kontrata, viz:

“Section 7. Term-Specific Benefits, Incentives, and Privileges. - Balik Scientist shall be eligible for the benefits, incentives, and privileges under the following terms of engagement:

(a) Short Term Program:

(1) One (1) round-trip airfare originating from a foreign country to the Philippines, exempt form Philippine Travel Tax;

(2) When applicable, application for a visa duly subsidized and facilitated by the DOST x x x;

(3) Tax exempt daily allowance; and

(4) Participation in Grants-in-Aid (GIA) research and development projects of the DOST x x x:

(b) Medium-Term Program:

(1) One (1) round-trip airfare x x x:

(c) Long-Term Program:

(1) One (1) round-trip airfare x x x, for the awardees, their spouses, and minor dependents;

(2) Special Relocation Benefits:

(i) Special non-immigrant visa, x x x;

(ii) Exemption from the requirement to secure an alien employment permit; x x x;

(vi) Admission assistance to the preferred schools for the minor children of Balik Scientist;

(vii) Assistance in securing job opportunities for the spouse of the Balik Scientists;

(ix) Monthly housing or accommodation allowance; x x x.” Republic Act No. 11035

Kung ating susuriin, malawak ang sakop ng mga ipinagkaloob na benepisyo at insentibo para sa ating mga balik-scientist o dalubhasa. Mula sa libreng ticket pasakay sa eroplano, hanggang sa buwanang housing allowance naman para sa mga sakop ng Long-Term Program.

Buhat ng mga ito, ating masasabi na sadyang nakahihikayat na ang magbalik sa ating bayan para sa ating mga dalubhasa sapagkat ang tanging iisipin na lamang nila ay ang patuloy na pagsulong ng agham at teknolohiya para sa Inang Bayan.

Kakabit ng nasabing batas, kung ating matatandaan, nakasaad sa ating Saligang Batas ang mga sumununod:

“SCIENCE AND TECHNOLOGY

Section 10. Science and technology are essential for national development and progress. The State shall give priority to research and development, invention, innovation, and their utilization; and to science and technology education, training, and services. X x x.

Section 11. The Congress may provide for incentives, including tax deductions, to encourage private participation in programs of basic and applied scientific research. Scholarships, grants-in-aid, or other forms of incentives shall be provided to deserving x x x, researchers, scientists, inventors, technologists, and specially gifted citizens.” Konstitusyon, Artikulo XIV

Naaayon sa mga nabanggit, hindi na lamang mithiin ang karapatan tungkol sa agham at teknolohiya na nakasaad sa ating Saligang Batas. Dahil sa pagsasabatas ng Republic Act No. 11035, o ang “Balik Scientist Act,” malaking tulong sa pagsasabuhay ng karapatan sa agham at teknolohiya ang sadyang natugunan ng ating pamahalaan. At tulad ng mga pagbabago dulot sa pagdaloy ng panahon, nawa’y ang ating pagsulong at inobasyon sa larangan ng agham ay magpatuloy kahit pa man pandemya.
