Dahil sa magkasunod na insidente ng pamamaril na sangkot ang mga menor-de-edad sa Tacloban City nu’ng Hunyo 22, at Ateneo de Zamboanga noong isang araw, isinusulong ngayon ng dating aktor at ngayon ay Assistant Majority Leader at Negros Occidental 3rd District Rep. Javier ‘Javi’ Miguel Benitez na mas bigatan ang parusa sa mga loose firearms offenses.

Ayon kay Benitez, ang panukala ay Final Firearms Amnesty and Loose Firearms Accountability Act of 2026. Nais nitong amyendahan ang Republic Act No. 10591 at ipawalang-bisa ang Republic Act No. 8294, pati na ang natitirang probisyon sa Presidential Decree No. 1866.

Gusto ni Cong. Javi na maging non-bailable offense ang pagkakaroon ng hindi rehistradong baril o loose firearm. Layunin din ng panukala ng kongresista na bigyan ng huling 120 araw na palugit ang mga may hawak ng hindi rehistradong baril upang gawing legal ang kanilang pagmamay-ari.

“Our schools should be the safest rooms in the Republic. In 57 days, two of them became crime scenes. In Tacloban, the guns that killed three children came from the adults around them, and the strongest charge we could file against the firearm keeper was malversation. That is not justice. This bill fixes the law that failed those families,” sabi niya.

Base sa record ng Philippine National Police, nasa 1.7 milyon ang loose firearms sa bansa kumpara sa 4.12 milyong registered guns, at 700,000 naman ang napaso na ang registration.

Ang amnestiya ay tatagal ng 120 araw lamang at hindi na maaaring palawigin, simula sa pagpasok sa bisa ng implementing rules and regulations (IRR) ng batas.

Ipagpapaliban o aalisin ang delinquency fees, surcharge at iba pang multa, habang ibababa naman ang registration fees at para sa mga aplikanteng indigent o kapos sa kita ay libre ang pagpaparehistro.

Sinabihan din ang Philippine National Police (PNP) na magtayo ng one-stop centers sa bawat provincial capital at highly urbanized city, gayundin ang pagpapadala ng mga mobile registration team sa mga rural, isla, kabundukan at agricultural communities upang mas mapadali ang proseso.

Maglagay din daw ng implementing rules na simple at abot-kayang proseso para sa pagpaparehistro ng mga heirloom firearms, gayundin ng mga baril na may cultural, customary, o indigenous significance.

“To the more than one million licensed and responsible gun owners of this country, you are not the problem, and this bill says so. To everyone holding a loose firearm, this is your last open door. Walk through it, because after 120 days, the gate locks and enforcement begins in full,” sabi ni Cong. Javi.

Dagdag pa, “Amnesty first, accountability forever after. Amligan ta ang aton mga kabataan. Let us protect our children.”
