SSS urges Pasay employers to settle over ₱3 million in unpaid contributions

Social Security System (SSS) Vice President for NCR North Divisions Victorina B. Pardo-Pajarillo explained to the representative of a gaming firm that the company needs to settle their SSS contribution delinquencies amounting to more than ₱60,000 during the Run After Contribution Evaders (RACE) operation in Pasay City on 29 September 2026.

QUEZON CITY, 12 October 2026 – The Social Security System (SSS) called on five business employers in Pasay City to settle their contribution delinquencies totaling ₱3.19 million during a Run After Contribution Evaders (RACE) operation conducted on 29 September 2026.

The five erring employers incurred ₱1.14 million in unpaid contributions and ₱2.05 million in penalties, all cited for non-remittance of monthly contributions under Republic Act No. 11199, or the Social Security Act of 2018.

SSS President and Chief Executive Officer Robert Joseph M. de Claro said the RACE Campaign aims to enforce compliance with employer obligations under RA 11199, ensuring the social security coverage of members.

“Every employer is required by law to deduct and remit social security contributions on behalf of their employees. Failure to do so not only violates the law but also deprives workers of their rightful benefits,” de Claro said.

De Claro said the delinquent employers operate in various business sectors, including management consultancy activities, restaurant, real estate, carwash, and gambling and betting activities.

Among the violators, a restaurant establishment recorded the highest contribution delinquency at ₱2.25 million, broken down into over ₱739,000 in unpaid workers’ contributions and ₱1.51 million in penalties. Based on SSS records, the establishment failed to remit the social security contributions of its 35 employees.

15 days to settle

De Claro said employers who received the written notices are given 15 days to coordinate with SSS Pasay-CCP Complex Branch and settle their contribution delinquencies.

The Pasay RACE operation is part of a simultaneous RACE operation in the National Capital Region (NCR), wherein SSS served notices to 419 delinquent employers with contribution delinquencies amounting to more than ₱169 million.

In the RACE operation in Pasay City, SSS Senior Vice President for NCR Operations Group Benjamin M. Dolindo Jr. emphasized that employers should religiously remit their workers’ contributions so they will not deprive their employees of SSS benefits.

Dolindo said that if contribution records are not updated, members will not be entitled to claim SSS benefits or apply for loan programs.

“For example, an SSS member was hospitalized for ten days due to an illness. Suppose their employer is not remitting the SSS contributions. In that case, they will be unqualified to receive sickness benefits from SSS because one of the requirements of the said benefit is to have recency in contributions,” he said.

He emphasized the importance of an up-to-date contribution record, as the monthly contributions of SSS members serve as the basis for qualifying for SSS benefits.

Legal penalties

Under RA 11199, employers have the legal obligation to report their employees to SSS and remit the corresponding monthly contributions of their workers.

Employers who received the written notices are given 15 days to coordinate with their respective servicing SSS Branch Office and settle their contribution delinquencies. If they fail to act on it, SSS will take legal action against erring employers by filing a criminal case against them for violating RA 11199.

Under the law, employers who fail to register their employees or have not deducted and remitted their contributions will be penalized with a fine of ₱5,000 to ₱20,000 and face imprisonment ranging from six years and one day to 12 years.
