Postponement ng Barangay at SK elections, aprub na sa Kamara

Aprub na sa House of Representatives sa third at final reading ang panukala para sa postponement ng December 2022 Barangay and Sangguniang Kabataan Elections (BSKE) ng isang taon.
Ang House Bill 4673, na layong iurong o ilipat ang barangay at SK elections sa unang Lunes ng Disyembre 2023, ay inaprubahan ng may 264 affirmative votes, 6 negative votes, at tatlong nag-abstained na mga mambabatas.
Marami sa mga House members ang bumoto ng Yes sa panukala, kahit na una nang sinabi ni Commission on Elections (Comelec) Chairperson George Garcia na ang pag-postpone ng barangay at SK elections ng isang taon ay nangangahulugan ng karagdagang gastos para sa gobyerno, kung saan kailangan ng poll body na magbukas uli ng registration para sa mga bagong voters.
“If we postpone it to March or December 2023, we will have to continue registration of new voters. This will mean additional voters, additional ballots [to be printed], additional teachers [to serve as poll workers], additional precincts, additional election paraphernalia [to buy],” sabi ni Garcia.
“It will entail additional cost. If we factor the increase in honoraria expense for our teachers, it would be an additional P5 billion,” dagdag niya.
Ayon kay House Deputy Minority Leader France Castro ng ACT Teachers party-list, isa sa anim na mga mambabatas na bumoto ng No sa panukala, ang naturang desisyon ay nangangahulugan ng aniya, “silences the voice of the people in choosing their leaders.”
“The postponement is unjustifiable. There is no such thing as election fatigue,” pahayag ni Castro.
“This is not a postponement of election, but postponement of democracy and the voice of the people,” giit pa ng mambabatas.
Samantala, sa Senate plenary ay tinatalakay din ang kaparehong bill. Subalit, ang panukala ay nagpo-propose na gawin ang barangay at SK elections sa ikalawang Lunes ng Disyembre 2023.
Sakaling aprubahan ng Senado ang bill, isang bicameral conference committee ang magko-convene upang i-reconcile o talakayin ang mga hindi tugmang provisions ng dalawang panukala.
