Ipinag-utos ng Commission on Higher Education (CHED) sa lahat ng mga higher education institutions (HEIs) na iobserba at sundin pa rin ang umiiral na guidelines hinggil sa suspensyon ng mga klase sa panahon ng mga kalamidad sakali na magkaroon ng natural disasters at power interruptions.


Ito ang inisyung statement ni CHED Chairman Prospero de Vera III, matapos ang tinatawag na “confusion” dulot ng paglalabas ng revised Department of Education (DepEd) Order (DO) 37, kung saan pinapayagan ang automatic cancellation ng mga klase mula Kindergarten hanggang Grade 12, at trabaho sa mga public schools sa mga lugar na isinailalim sa anumang public storm signals na itinaas ng PAGASA.


Gayundin, nakapaloob sa naturang DO ang class suspension sa K-12 sa mga paaralan na matatagpuan sa mga lugar na nakapag-isyu ng isang orange o red rainfall warning, o flood warning mula sa PAGASA, at apektado ng lindol na naitala ng PHIVOLCS na Earthquake Intensity Scale (PEIS) V o pataas.


Iginiit naman ni De Vera na matagal nang batid ng mga HEIs, ang umiiral na Executive Order No. 66, Series of 2012, gayundin ang CHED Memorandum Order (CMO) No. 15, Series of 2012, hinggil sa mga class suspension dahil sa mga bagyo, pagbabaha, at iba pang weather disturbances at mga kalamidad.


Batay sa nakasaad sa CMO No. 15:


• Classes at the collegiate level, including graduate school, in the affected area, are automatically cancelled or suspended when Signal No. 3 is raised by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) and announced through various media outlets;


• Classes at the collegiate level, including graduate school, may be cancelled or suspended at the discretion of the local chief executives of Local Government Units and/or heads of HEIs if special circumstances in their area such as flooding, road damage, etc. warrant it. HEIs are also advised to monitor National Disaster Risk Reduction and Management Council (NDRRMC) announcements where disasters and calamities are present.


“Until the amendment or revocation of the said Executive Order and CMO No. 15, Series of 2012, CHED instructs all HEIs to observe these guidelines in their respective campuses,” saad pa ni De Vera.
