P20K service incentive at rice allowance, ibigay sa gov’t employees – P-BBM

Naglabas si Pangulong Ferdinand “Bongbong” Marcos Jr. ng administrative order na magbibigay ng service incentive at rice allowance sa mga empleyado ng gobyerno, ayon sa Malacañang ngayong Sabado.

Nakasaad sa AO, ang service recognition incentive (SRI) ay magiging isang one-time grant na may uniform rate, kung saan hindi lalagpas sa P20,000 para sa mga empleyado na nasa executive department.

“Those who are entitled to receive the incentive include civilian personnel in national government agencies (NGAs), covering those in state universities and colleges (SUCs), government-owned or controlled corporations (GOCCs), regular, contractual or casual employees, members of the military and the police, as well as fire and jail personnel under the Department of the Interior and Local Government (DILG),” pahayag ng Malacañang batay sa administrative order ni P-BBM.

Nakasama rin sa SRI grant, ang mga personnel mula sa Bureau of Corrections (BuCor), Philippine Coast Guard (PCG), at National Mapping and Resource Information Authority (NAMRIA).

Sinabi ng Malacañang, “employees of both houses of Congress, the Judiciary, Office of the Ombudsman and Constitutional offices may likewise be granted a one-time SRI by their respective heads of offices at a uniform rate not exceeding P20,000.”

Depende sa pinansiyal na kakayahan ng mga local government units (LGUs) at batay ito sa limitasyon ng kanilang budget, alinsunod sa Local Government code of 1991, ang mga empleyado ng LGUs, kabilang na ang mga nasa barangay, ay maaari ring makatanggap ng SRI.

“The incentive for NGAs, SUCs, and military and uniformed personnel will be funded by the available released Personnel Services (PS) allotment under Republic Act No. 11639 or the 2022 national budget,” sabi ng Malacañang.

Samantala, ayon sa Malacañang, base rin sa AO ni Pangulong Marcos, “The one-time rice assistance will be for government personnel including civilian personnel in NGAs, including those in SUCs, GOCCs, government financial institutions (GFIs), government instrumentalities with corporate powers, and government corporate entities occupying regular, contractual or casual positions.”

Dapat ding makatanggap ng rice assistance ang mga tauhan ng military, police, fire at jail units and facilities, gayundin ang BuCor, PCG, at mga NAMRIA employees.

Ang rice assistance ay maaari ring ibigay sa mga indibidwal at grupo kung saan ang kanilang serbisyo o trabaho ay nakasakop sa itinuturing na job orders (JO), contracts of service (COS) o iba pang katulad na working arrangement na itinukoy sa ilalim ng circular order ng Commission on Audit (COA).

Ang pondo para sa rice assistance para sa mga NGAs, military at uniformed personnel ay magmumula sa Contingent Fund sa ilalim ng Republic Act No. 11639.

Para naman sa GOCCs, ang pondo sa kanilang assistance ay kukuhanin mula sa kanilang approved operating budgets para sa fiscal year 2022, ayon pa sa Malacañang.
