NDRRMC, target na isailalim sa Office of the President – P-BBM

Plinaplano na ni Pangulong Ferdinand “Bongbong” Marcos Jr. na ilagay ang National Disaster Risk Reduction and Management Council (NDRRMC) sa ilalim ng Office of the President.

“We can only do more in terms of [actually] bringing the assistance, putting the infrastructure together and making sure that the LGUs are functioning, that there is communication, that there is power,” pahayag ni Pangulong Marcos sa isang ambush interview ng media matapos na mag-deliver ng isang speech sa Holy Cross Memorial Garden sa Tacloban City sa ginanap na paggunita ng ika-9 na anibersaryo ng Super Typhoon Yolanda.

“These can be done if now there is the NDRRMC and they are the ones who are tasked to do this, but I think it would be equally if not more robust a system if we put it under the Office of the President. So that’s what we are planning to do in the near future,” dagdag ng Chief Executive.

Ang NDRRMC, kung saan nalikha sa pamamagitan ng Republic Act No. 10121, ay chaired ng Defense Secretary, at mayroong sumusunod na mga vice chairpersons:

• Secretary ng Department of the Interior and Local Government (DILG) bilang Vice Chairperson for Disaster Preparedness

• Secretary ng Department of Social Welfare and Development (DSWD) bilang Vice Chairperson for Disaster Response

• Secretary ng Department of Science and Technology (DOST) bilang Vice Chairperson for Disaster Prevention and Mitigation

• Director-General ng National Economic and Development Authority (NEDA) bilang Vice Chairperson for Disaster Rehabilitation and Recovery

Kabilang sa kanilang mga miyembro ay mga head ng iba’t ibang ahensiya at organisasyon.

“I think that overall, we can say that the disaster response has been a good one. However, I believe that there are ways that we can make it even more streamlined,” saad ng Pangulo na inilabas ng Office of the Press Secretary.

“We will put the national disaster response team under the Office of the President. And I think that we are headed in that direction because of the weather that we are suffering now from the effects of climate change,” dagdag pa ni P-BBM.

Matatandaang noong Hulyo sinabi ni Pangulong Marcos na sinusuportahan niya ang mga panawagan kaugnay sa paglikha ng isang Department of Disaster Resilience.

Sa ngayon, ang NDRRMC ay nasa ilalim ng Department of National Defense (DND), kung saan tungkulin nitong magkaroon ng tiyak na proteksyon at kapakanan ng mga mamamayan sa panahon ng disasters at emergencies.

Habang ang Office of Civil Defense (OCD) ay siya namang implementing arm ng NDRRMC.
