Isang executive order ang nilagdaan ni Cebu City Mayor Michael Rama ngayong Miyerkules hinggil sa pagbawi ng mandatory face mask policy sa mga outdoor at open spaces sa gitna ng COVID-19 pandemic.


Base sa Executive Order No. 5, ang paggamit at pagsusuot ng face masks sa Cebu City ay idineklara nang “non-obligatory.” Sa halip, ang paggamit ng face mask ay gagawin ng mga indibidwal bilang isang measure ng anito, “self-preservation and protection under the principle of shared responsibility and mutual respect.”


Nakasaad din sa EO 5 na ito na ang tamang panahon o “high time” upang gawing simple at ideklara ang nasabing polisiya na anito, “[the] lethal effect of the pandemic is already wearing off and that vaccination has been proven to be an effective means in containing the spread and the impact of COVID-19.”


“Most people remain uninformed as to the protection offered by the kind of face mask and the proper way of wearing the same, so long as they have complied with the mandatory wearing of face mask and even just for a show while it cost money and offers inconvenience,” batay sa EO.


“On the other side, the long and mandatory wearing of face mask had affected the person as a biopsychosocial and spiritual being,” ayon pa sa EO.


Gayunman, exempted sa EO ang mga ospital, clinics, at iba pang medical o diagnostic facilities, kung saan nananatiling mandatory ang paggamit ng face masks sa mga katulad na establisimyento, habang subject sa polisiya ng entity o diskresyon ng administrator.


Samantala, ang lahat ng mga establisimyento, mga negosyo at entities sa siyudad, kabilang ang mga administrators ng mga gusali at mga pasilidad, ay binibigyan ng option kung nais o hindi nila sundin ang polisiya sa kanilang areas of responsibility.


Dahil dito, sila ay may mandato na bumalangkas ng isang tinatawag na “reasonable policy” para magpatupad ng kanilang face mask rule kaugnay ng pagkakaroon ng self-regulation.


Mahigpit namang pinapayuhan ng Cebu City government ang mga indibidwal na immunocompromised, may sakit, at mayroong flu-like symptoms na manatili sa bahay at agad na magpakonsultang medikal.


Gayundin, nananatiling required sa mga ito ang pagsusuot ng face masks lalo na kung lalabas ng kanilang tirahan.


Sa ngayon, wala pang ibinibigay na pahayag ang Department of Health (DOH) hinggil naturang usapin.
