Maharlika fund bill, sinertipikahan bilang urgent ni P-BBM

Sinertipikahan bilang isang urgent measure ni Pangulong Ferdinand “Bongbong” Marcos, Jr. ngayong Huwebes ang panukalang Maharlika Investment Fund (MIF) bill o House Bill 6608.

Ang mensahe ng Pangulo ay binasa sa ginanap na House’ plenary session, na isang development na nabuo ilang minuto lang matapos na aprubahan ng Kamara ang House Bill 6608 sa ikalawang pagbasa via voice vote.

Ang sertipikasyon ay nagpapahintulot sa Congress upang aprubahan ang nasabing measure sa second at third reading sa parehong araw.

Una nang sinabi ni Department of Finance (DOF) Secretary Benjamin Diokno na hiniling na niya kay Pangulong Marcos na i-certify ang MIF bill bilang urgent.

Ang House Bill 6608 ay naglalaman ng iba’t ibang amendments, kabilang na ang ipinanukala ni House Deputy Minority Leader France Castro kung saan itinaas ang alokasyon ng MIF profits sa social welfare at state subsidies para sa mahihirap sa 25% mula sa 20%.

Nakasaad sa MIF bill na, “seeks to maximize investible funds of state-run financial institutions for higher return on investments, ultimately hiking public funds for nation building.”

Pangunahing popondohan ang MIF ng investible funds ng Landbank of the Philippines (LBP) ng P50 billion, Development Bank of the Philippines (DBP) ng P25 billion, ang dividends/profits ng Bangko Sentral ng Pilipinas (BSP).

Nasa tinatayang 275 authors ang nasabing bill sa ngayon sa House of Representatives.

Base sa listahan na inilabas ng Office of the Speaker Martin Romualdez, kabilang sa kanyang mga co-authors sa measure ay sina Manuel Jose Dalipe ng Zamboanga City; Stella Quimbo ng Marikina; Ferdinand Alexander Marcos; Yedda Romualdez ng Tingog party-list; Jude Acidre ng Tingog party-list; Irwin Tieng ng Manila; Joey Salceda ng Albay; Camille Villar ng Las Piñas; Roberto Puno ng Antipolo; Inno Dy ng Isabela; Dong Gonzales ng Pampanga; Neptali Gonzales II ng Mandaluyong; Rex Gatchalian ng Valenzuela city; dating Pangulong Gloria Macapagal-Arroyo at iba pa.

“We are being set up for something. What that something is, I don’t know yet. We will try to find out when we interpellate on the Maharlika Fund bill. What is it that they really want to achieve with this measure? And why is this measure urgent at all?” pahayag naman ni Senate Minority Leader Aquilino Pimentel III.
