“Veteran and reputable journalist vs. vlogger/content creator na influencer kuno... Na nagpo-promote ng sugal at kapit kung saan ang viral... Alin ba ang mas credible... Sana masampolan ng legal action,” isa lang ito sa mga komento ng netizens sa kilalang content creator na si Boss Toyo dahil pinuna nito ang report ng batikang broadcast journalist na si Kara David.

Umere sa I-Witness ang episode na Ibinasurang Paraiso na idinokumento ni Kara David tungkol sa epekto sa kapaligiran at sa mga tao ng open dumpsite sa Sitio Tibag, Barangay Naugsol, Subic, Zambales, partikular sa komunidad ng mga Aeta na naninirahan sa lugar.

Binigyang-diin ng dokumentaryo kung paanong pinayagang mag-operate ang open dumpsite sa lupang ninuno ng mga Aeta, na nagdudulot ng malubhang panganib sa kanilang kalusugan, kabuhayan, at pamumuhay.

Noon pang 2022, natuklasan ng Department of Environment and Natural Resources (DENR) na ang operasyon ng dumpsite ay lumalabag sa Ecological Solid Waste Management Act of 2000. Sa kabila ng mga natuklasang ito, nagpatuloy ang operasyon ng dumpsite, kaya naman naglabas muli ang DENR ng cease-and-desist order noong nakaraang Marso. 

Inatasan din ng DENR na ilipat ang mga basura sa isang akreditadong sanitary landfill bilang bahagi ng pagsasara ng nasabing lugar.

Pero tila kinontra ng kilalang content creator ang report ni Kara David dahil noong pumunta raw siya sa nasabing lugar ay wala siyang naamoy o anuman.

Post ni Boss Toyo sa kanyang Facebook (FB) account:

“Nagulat ako dahil wala akong naamoy na masangsang na amoy. Tinanong ko sila kung normal ba ‘yun, at sinabi nilang wala raw talagang mabahong amoy. Kahit mga langaw ay halos wala.

“Tinanong ko rin kung saan sila nakatira. Itinuro nila ang kanilang komunidad sa ibaba ng bundok.

“Nalaman ko rin na pribadong tao na ang may-ari ng lupang ‘to. Ayon din sa mga impormasyong nakalap ko, segregated na ang mga basurang narito at karamihan ay mga ‘di nabubulok na plastic.”

Sa isang comment ng ibang content creator ay sumagot si Kara David, “Isang buwan po naming sinaliksik ang isyung ito. DENR mismo ang nagpasara sa dumpsite dahil ito ay declared illegal.

“NCIP mismo ang nagsabi na ito ay ancestral land (not owned by a private individual).

“Nag-interview kami ng mga Aeta at pinuntahan ang mga bahay nila. At para patas, kinuha rin namin ang panig ng mayor’s office.

“Malinaw na may paglabag sa batas at sinabi ng mayor’s office, ‘We accept accountability.’ Napanood n’yo naman siguro. Kayo na lang po ang humusga.”

Sey naman ng mga netizens, magkaibang lugar ang pinuntahan nina Kara at Boss Toyo. Ang illegal dumpsite ay nasa Sitio Tibag na ini-report ng una, at ang Sitio Alibang naman ang maaaring pinuntahan ng content creator.

Samantala, naglabas ng official statement ang GMA Public Affairs tungkol sa reaksiyon ni Boss Toyo.

“Following the documentary’s broadcast, the issue drew widespread public attention and renewed calls for action. For the third time, the DENR issued another cease-and-desist order this month for the full closure of the dumpsite. In recent days, however, several claims seeking to discredit the documentary have circulated online. We believe it is important to address these claims with the facts.

CLAIM: The dumpsite is on private property (sabi ni Boss Toyo)

FACT: I-Witness spent more than a month researching and documenting the story.

“During that process, the team obtained a copy of the Certificate of Ancestral Domain Title (CADT) issued by the National Commission on Indigenous Peoples (NCIP), confirming that the area is part of the Aeta community's ancestral domain.

“Furthermore, based on the official records of the NCIP, Sitio Tibag, where the dumpsite is located, is within the boundaries of the recognized ancestral domain of the Aeta Ambala Indigenous Cultural Community.

“CLAIM: There is no foul odor coming from the dumpsite (sabi ni Boss Toyo)

FACT: I-Witness interviewed residents living near the dumpsite, many of whom said they have endured the odor for years, particularly during the rainy season. Some families told the team they eventually left their homes because of its impact on their health and daily lives.

“CLAIM: The Aeta community is several kilometers away from the dumpsite (sabi ni Boss Toyo)

FACT: I-Witness documented several abandoned houses located just a few meters from the dumpsite. Residents told the team that some families had been forced to leave because of the persistent foul odor, the proliferation of flies, and concerns about the long-term effects on their health. The team also documented a stream at the foot of the dumpsite where garbage was being carried by the flowing water. According to residents, the stream is no longer safe for drinking. In addition, the I-Witness team interviewed the chieftain and council of elders of nearby Sitio Alibang, a larger community situated at the foot of the mountain. In recorded interviews, the community leaders confirmed that parts of their traditional hunting grounds and sources of livelihood are located within the same area as the dumpsite. They expressed deep concern over the dumpsite’s presence but said they felt powerless to stop its continued operation.

“These findings are not based solely on residents’ accounts. They are corroborated by official government documents and are consistent with the DENR’s own findings and regulatory actions.

“The environmental impact of a dumpsite cannot be assessed solely by the presence or absence of nearby houses or by whether it emits a foul odor. The long-term effects of improper waste disposal on the environment, forests, and ecosystems must at all times be considered.

At dahil sa kaliwa’t kanang batikos ngayon kay Boss Toyo ay humingi na siya ng public apology kay Kara David na ipinost niya sa kanyang Facebook (FB) account kasama ang mga bata sa dumpsite na pinuntahan niya.

Pahayag ni Boss Toyo, “Gusto ko lang humingi ng pasensya sa aking naratibo sa pagbisita ko sa dumpsite sa Subic. Parehas ninyo, ayaw ko ring makita ang ating kabundukan na maging tapunan ng basura. Kaya nga po ako nagpunta ru’n agad para makita ang kalagayan nila.

“Pero ayon sa mga kagawad sa baba ng dumpsite, walang komunidad na lumikas o nawalan ng tirahan doon.

“May amoy o wala, may komunidad o wala, may langaw o wala, pasensya po sa lahat. Gusto ko rin lang mamulat tayo na sa atin din galing ang mga basura na ‘yan sa siyudad na wala nang mapaglagyan. Kung ‘di tayo magkakadisiplina, tanggapin man natin o hindi, darating ang araw na talagang marami pang dumpsite na katulad nito ang makikita natin.

“Muli, pasensya po sa lahat. Wala po akong planong makipagtalo o makipag-argumento, lalo na po sa mga trolls. Ang aking naratibo ay ang aking naabutan sa dumpsite at ang mga kasagutan mismo ng mga namamahala at mga kagawad sa komunidad na malapit sa dumpsite. Walang sobra, walang kulang. Pasensya po sa lahat. Pasensya po kung iba ang naging punto ko sa punto ninyo. Pasensya po. Wala po akong ipinagtatanggol. Sinabi ko lang ang aking naabutan sa dumpsite, walang labis at walang kulang. Sa mga galit sa akin at sa mga trolls, mas maigi na simulan na ninyong ‘wag gumamit ng mga plastic at non-recyclable materials upang hindi na makadagdag sa basura.”
