Mahigit sa 37 milyong Pilipino ang nakarehistro na sa Philippine Identification System (PhilSys) o national ID.
Sa isang statement ng National Economic and Development Authority (NEDA) ngayong Biyernes, mula sa zero registration sa kasagsagan ng pandemya noong April 2020, nai-report ng Philippine Statistics Authority (PSA) na nitong July 2, 2021, tinatayang nasa 37.2 milyong indibidwal na ang nakapagrehistro para sa Step 1 o ang tinatawag na demographic data collection.
Mayroon namang 16.2 milyong mamamayan ang nakakumpleto na ng kanilang Step 2 registration o biometrics capture.
Gayundin, ayon sa NEDA, may 343,742 registrants naman ang nakatanggap ng kanilang PhilID cards.
Dahil dito anila, makakayang makamit ng gobyerno ang 50 hanggang 70 milyong target registrations bago matapos ang taon.
“The COVID-19 crisis underscores the need to provide unhampered access to banking and social services for all Filipinos, especially the poor. This is why the President gave the directive to accelerate the implementation of the Philippine Identification System or PhilSys to provide all Filipinos a unique and digitalized ID,” ani Socioeconomic Planning Secretary na si Karl Kendrick Chua.
Matatandaang nag-adopt ang PSA ng isang three-step registration process para masigurong magiging ligtas ang pagsasagawa ng PhilSys sa gitna ng pandemya ng COVID-19, kasabay ng pagsunod sa ipinatutupad na minimum health protocols.
Ang unang step ng pagkuha ng national ID ay demographic data collection na ginagawa sa pamamagitan ng pagbabahay-bahay ng mga kawani o via online registration. Ang ikalawang step ay pagkuha ng biometrics sa mga itinakdang registration centers. Ang ikatlong step ay ang issuance ng PhilSys Number o PSN at PhilID card.
Ayon sa NEDA, ka-partner ng PhilSys ang Landbank of the Philippines para payagan ang mga registrants na makapagbukas ng kanilang bank accounts sa mga registration centers. Sinabi rin ng NEDA na nitong July 2, 2021, umabot na sa 4.4 milyong registrants ang nakapag-apply para sa kanilang account sa Landbank.
Sa isang memorandum ng Bangko Sentral ng Pilipinas (BSP), nakasaad na “The PhilID should be accepted as official and sufficient proof of identity without the need to present any other identification documents.”
Kamakailan, naglabas naman ng direktiba ang Department of the Interior and Local Government (DILG) na ang lahat ng local government units (LGUs) na i-recognize ang PhilID sa mga pampubliko at pribadong transaksiyon.
“We aim to register 50 to 70 million Filipinos with the PhilSys and achieve 100% financial inclusion at the family level by the end of the year. This will help the government efficiently identify beneficiaries for social protection programs and spark the widespread use of electronic payments to accelerate the digital economy,” sabi pa ni Chua.
