Nag-isyu si Acting District Collector Segundo Sigmundfreud Barte Jr. ng warrant of seizure and detention laban sa shipment dahil sa kakulangan ng permit mula sa National Tobacco Administration at paglabag sa Executive Order No. 245 (Amended Rules and Regulations Governing the Exportation and Importation of Tobacco and Tobacco Product) at Section 117 ng Republic Act No. 10863 o Customs Modernization and Tariff Act.
