Hindi tinanggap ng Department of Justice (DOJ) ang aplikasyon para sa Witness Protection Program (WPP) ng mag-asawang kontraktor na sina Sarah at Pacifico “Curlee” Discaya dahil sa hindi pakikipagtulungan upang maproseso ang kanilang hiling.


Ayon kay Sen. Rodante Marcoleta, ang mga Discaya ang unang nag-apply para sa programa matapos ang Blue Ribbon Committee hearing noong Nobyembre 14., 2025 ngunit hindi umano natuloy dahil sa kanilang “incapacity” o kawalan ng kakayahang ibalik ang  kanilang mga nakaw na yaman na nakuha mula sa gobyerno.


Ipinaalam din ng DOJ kay Blue Ribbon Chair Panfilo “Ping” Lacson na maaaring magpatuloy ang mga Discaya sa kanilang aplikasyon ngunit sila ay hindi sumipot sa opisina ng DOJ.
