Pagbibigay ng “hazard allowance” sa mga scientist ng DOST

Magandang araw! Nais kong malaman kung mayroon bang ibinibigay na hazard allowance sa mga scientist ng Department of Science and Technology (DOST) na nagtatrabaho sa radiation-exposed na laboratoryo? Maraming salamat! — Margaux

Dear Margaux,

Para sa inyong kaalaman, ang inyong katanungan ay tinatalakay sa Section 7 ng Republic Act No. 8439 o mas kilala bilang “Magna Carta for Scientists, Engineers, Researchers and other S&T Personnel in the Government,” kung saan nakasaad;

“SEC 7. Other Benefits.- Notwithstanding Section 12 of Republic Act No. 6758, science and technology personnel defined under Section 5 of this Act shall receive the following:

c. Hazard Allowance. - S & T (science and technology) personnel involved in hazardous undertakings or assigned in hazardous workplaces, shall be paid hazard allowances ranging from ten percent (10%) to thirty percent (30%) of their monthly basic salary depending on the nature and extent of the hazard involved. The following shall be considered hazardous workplaces:

1. Radiation-exposed laboratories and service workshops

2. Remote/depressed areas

3. Areas declared under a state of calamity or emergency

4. Strife-torn or embattled areas

5. Laboratories and other disease-infested areas.” [Binigyang-diin.]

Sang-ayon sa nabanggit na pro­bisyon ng batas, ang mga S & T personnel ng DOST, kasama na ang mga scientist nito na nagtatrabaho sa mga radiation-exposed laboratory ay binibigyan ng hazard allowance na katumbas ng sampung porsiyento (10%) hanggang tatlumpung porsi­yento (30%) ng kanilang buwanang suweldo, depende sa tindi ng hazard na nakapaloob sa kanilang trabaho.
