Pasaway na 'non-essential business', ipasara! — DILG

Inatasan ng Department of the Interior and Local Government (DILG) ang Philippine National Police (PNP) at mga lokal na pamahalaan na ipasara ang mga nagbukas na non-essential business establishments habang umiiral ang enhanced community quarantine.

Diin ni DILG Secretary Eduardo Año, walang ipinatutupad na partial lifting at kailangang makiisa ang pribadong sektor sa mahigpit na pagpapatupad ng ECQ.

"Make sure that business establishments that are not allowed to operate under IATF guidelines remain closed. The ECQ is still in full force and effect. There is no partial lifting whatsoever. Our country will heal as one if and only if the government, the private sector, and the people stick to the strict enforcement of ECQ,” ayon sa kalihim.

Sinabi ni Año na nakatanggap ang DILG ng mga ulat na may ilang non-essential commercial establishments ang nagbalik-operasyon.

Batay sa Memorandum Circular No. 2020-062, kailangang tiyakin ng mga local government unit (LGUs) na manatiling nakasara ang mga business establishment maliban sa mga may kinalaman sa pagkain, gamot, tubig, pagbabangko, remittance centers, kuryente at enerhiya, telekomunikasyon at katulad nito.

"In all such establishments allowed to operate, the LGUs must monitor to ensure the operation of a skeletal workforce only, as well as strict social distancing measures," saad pa ng memorandum.

Paalala ng kalihim, maaaring arestuhin ang mga susuway sa direktiba.

"Nasa gitna tayo ng state of public health emergency at kalamidad. Ang mga pasaway ay maaaring arestuhin sa paglabag sa Article 151 ng Revised Penal Code (RPC). The law punishes resistance and disobedience to a person in authority or the agents of such person,” babala ni Año.

Sa ilalim ng Article 151 ng Revised Penal Code, maaaring mapiit ng isang buwan hanggang anim na buwan at multang P100,000 ang mga lalabag.

Nauna na ring sinabi ng Department of Justice na ang anumang paglabag sa ECQ ay may katapat na parusa sa ilalim ng Republic Act No. 11332 o Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act na pagkakakulong ng hanggang anim na buwan at multang P50,000.
