Inaprubahan ng Commission on Higher Education (CHED) ang polisiya na nagpapahintulot sa lahat ng higher education institutions (HEIs) na mag-100% online classes dahil sa krisis sa fuel at kuryente dulot ng nagpapatuloy na sigalot sa Middle East.


Ayon kay Chairperson Dr. Shirley Agrupis, ito’y pansamantalang hakbang ng CHED sa ilalim ng “Academic Sustainability Plan,” na pinalawig mula sa flexible learning na ginamit noong COVID-19 pandemic.


Naaayon din ito sa mas malawak na kampanya ng pamahalaan sa pagtitipid ng enerhiya sa ilalim ng Office of the President Memorandum Circular No. 114, na nag-aatas sa mga ahensya at institusyon na magpatupad ng energy-saving measures sa gitna ng pagtaas ng presyo ng fuel sa buong mundo.


Nilinaw ni Agrupis na ang mga paaralang lilipat sa full online setup ay hindi awtomatikong ituturing na accredited providers ng formal online distance education sa ilalim ng ODEL framework ng CHED.


“There are some procedures and requirements for a university to apply so that they will be recognized and credited as a school who can deliver pure distance learning,” paliwanag ni Agrupis.


Matatandaang noong COVID-19 pandemic, pinayagan ng CHED ang private HEIs na magpatupad ng 50% online at 50% face-to-face, habang ang state universities at colleges ay 75% face-to-face at 25% online setup.


Aniya, niluwagan ng CHED ang mga limitasyon, kaya pinapayagan na ang mga paaralan na mag-full online kung kaya nila.


“We just approved yesterday (April 6) that we are giving the full flexibility of all higher education institution to adhere to the previously issued COVID-19 pandemic CMO. But on top of that, depending on their perceived readiness to offer the pure online, sila na iyong mag-de-determine,” ani Agrupis.


“But it does not necessarily mean that if they offer na 100% online teaching and learning management system, ay hindi ibig sabihin na automatic na certified na sila for the ODEL program,” dagdag pa niya.
