PUMALAG ang Malacañang sa naging pahayag ni Catriona Gray kontra sa pagpapababa ng criminal liability age sa ating bansa dahil ayon sa House Bill 8858, sa halip na 15-anyos ay ibababa ito sa 12-anyos.

Ayon kay Catriona, posibleng “external pressures” ang dahilan kagaya ng kondisyon ng pamumuhay o mga taong nakapaligid sa mga bata ang nag-uudyok sa mga ito para gumawa ng krimen, kaya mas mainam daw kung ang mga “external pressures” ang tutukan at bigyan ng solusyon.

Sabi pa ni Miss Universe 2018, “I worked a lot with children, and anyone knows that children are not disposed to do that kind of act... or to act that way. It’s probably the circumstance of their environment or external pressures – whether it be from people or circumstance [that push children to commit crime].”

Dagdag pa niya, “I feel, like, that would be a better long-term solution rather than just locking up, well, not locking up kids, but once you label a child in a way that the child [is] in conflict with the law, how are you bringing them up to see themselves or the community?

“‘Cause children, they have so much potential. And their hearts are so pure. It’s just that sometimes there [are] circumstances that bears down on them or the people or what they are faced with bears down on them.”

Sa isang news briefing noong Huwebes (February 21) ay nag-react dito ang Malaca­ñang sa pamamagitan ni Presidential Spokesperson Salvador Panelo.

Ani Panelo, “She should be educated — hindi, ang ibig sabihin ng educated, she may have been misinformed of the facts given the opposition to the lowering [of the age of criminal liability] comes from ‘yung mga dating kritiko ng administras­yon.”

Idiniin din ni Panelo na ang mga batang mapapatunayang nagkaroon ng pagkakasala sa batas ay hindi ikukulong kundi isasailalim sa rehabilitation.

Aniya, “We are precisely focusing on the problem because the problem is they are engaged in crimes.

“What will we do? We will have to rehabilitate them, learn why they committed these crimes and then put them back to society.”

Sa ilalim ng House Bill 8858, ang mga batang may edad 12 hanggang 18 na gumawa ng seryosong krimen ay ipapasok sa Juvenile Intervention and Support Center, gaya ng Bahay Pag-Asa.

Gayunman, tutol din ang mga celebrities tulad nina Anne Curtis, Dingdong Dantes at Miss Intercontinental 2018 Karen Gallman dahil para sa kanila, masya­dong mababa ang edad na 12 para maging liable sa krimen ang isang bata.
