Matagumpay ang isinagawang state visit ni Qatar’s Sheikh Tamim bin Hamad Al Thani sa bansa dahil nauwi ito sa isang kasunduan na parehong nilagdaan ng Pilipinas at Qatar -- ang pagtutulungan sa paglaban sa human trafficking, kapakanan ng seafarers, turismo, sport at climate change.
Nakapaloob sa mga nilagdaan ay ang Memorandum of Understanding (MOU) sa pagitan ng gobyerno ng Pilipinas at Qatar para palakasin ang ugnayan at bilateral cooperation sa paglaban sa human trafficking.
Napagkasunduan ng dalawang bansa ang “to work together to combat human trafficking, including advancing labor protection in both countries, through exchange of expertise in the field of legislation and exchange of studies and research.”
Nakapaloob sa MOU, na dapat kilalanin ang pagtutulungan ng dalawang bansa at ipatupad ang “joint projects, exchange of legislations and regulations” na may kinalaman sa paglaban sa “human trafficking, i-promote ang public awareness, at exchange studies and research” sa usapin.
Kabilang din sa MOU na nilagdaan ay ang kasunduan hinggil sa ‘mutual recognition of seafarers’ certificate’ para ipatupad ang probisyon na nakasaad sa International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) of 1978, at ang inamyendahan, kung saan ang Qatar ay napapayag ng Decree No. (14) of 2003.
Tinutukoy nito ang Circular No. 1450 na ipinalabas ng Maritime Safety Committee noong Enero 24, 2013 ukol sa Mutual Recognition of Certificates, ayon sa Regulation I/10 ng STCW Convention.
Napagkasunduan naman sa pagitan ng Philippines’ Maritime Industry Authority, (Marina) at Qatar’s Ministry of Transport, “shall apply to the certificates of seafarers who serve on registered merchant ships of any of the participants and sail under its flag except for those who serve on the ships mentioned in Article 3 of the STCW Convention.”
Nakasaad din sa MOU, ang tungkol sa technical cooperation sa capacity building sa climate change.
Lumalabas na ang kasunduan sa pagitan ng Philippines’ Climate Change Commission at Qatar’s Ministry of Environment and Climate Change ay naglalayon na itaas ang kolaborasyon sa pagitan ng dalawang partido na magkasamang isusulong ang, “technical cooperation, capacity building, enhance knowledge sharing at promote transformative climate action”, na naaayon sa shared goals ukol sa climate action sa ilalim ng Paris Agreement of 2016.
“The Parties will enhance technical cooperation and capacity building on climate change in mitigation, adaptation, technology transfer and development, education and awareness. Other areas of cooperation may be added as agreed upon in writing by the Parties through diplomatic channels,” nakasaad sa MOU.
Nagkasundo naman ang ‘Pinas at Qatar na i-promote ang kooperasyon at madaliin ang komunikasyon sa pagitan ng sports federations ng dalawang bansa at magtakda ng framework para sa mga programa ng pagtutulungan sa larangan ng sport o palakasan, base sa ‘principle of reciprocity.’
Maliwanag sa MOU na, “the participants shall strengthen their mutual cooperation in the field of sports by exchanging visits of sports delegations, coaches, experts and specialists in the field of sports and physical education, exchanging research and sharing experiences related to sports and physical activities and participation in meetings, conferences, lectures, seminars and academic forums on topics dealing with sports held in both countries.”
Binigyang-diin din sa MOU na dapat i-explore ang mga oportunidad sa pagdaraos ng sports competitions base sa interest ng sports federations, kung saan ang partisipasyon at financial issues sa kompetisyon ay ‘subject to the concerned bodies’ ng dalawang bansa.
Nilagdaan din ang isang kasunduan sa larangan ng turismo at business events sa pagitan ng ‘Pinas at Qatar.
Nakasaad dito na pagsisikapan naman ng mga participant na i-develop at palakasin ang “means of cooperation” sa pagitan ng mga ito sa larangan ng turismo at business events base sa mutual benefits, ayon sa rules and regulations na applicable sa dalawang bansa at mga kaugnay na international obligations.
Ang dalawang bansa umano ay magtutulungan na manghikayat ng turista na bumiyahe sa parehong bansa, i-promote ang kooperasyon sa pagitan ng travel at tourism agencies at iba pang kaugnay na establisimyento para itaas ang tourist exchange at isulong ang turismo sa dalawang nasabing bansa.
Kabilang pa na palalakasin ang pagtutulungan sa pagitan ng mga participant, manghikayat ng tourism investments sa pakikipagtulungan ng mga maaasahang awtoridad ng dalawang bansa, at isulong ang koordinasyon sa mga lalahok sa international level, partikular na sa pagdaraos ng mga meetings, conferences at forums ng international organizations kaugnay sa turismo.
Nakasaad pa sa MOU: “This Memorandum aims to promote cooperation between the participants and to facilitate communication between youth organizations in both countries and to set the framework for the programs of cooperation for the field of youth, which are to be based on the principle of reciprocity.”
Dahil dito, “the participants will work to enhance their cooperation through visit exchanges of youth delegations, members of youth centers and specialists in the field of youth, as well as experiences exchanges and research related to the youth sector.”
Nakadetalye rin na ang, “respective participants will also join meetings, conferences, lectures, seminars and academic forums on topics related to youth held in both countries, explore opportunities to establish youth camps alternately in both countries, and exchange researches and studies in the fields of youth employment and entrepreneurship.”
Napagkasunduan din ng dalawang bansa, ang waiver ng visa requirements para sa mga holder o may hawak ng diplomatic at special/official passports.
Gayundin sa kasunduan, hangad ng dalawang bansa na madaliin ang pagbiyahe ng parties’ nationals na nasa official mission para sa kani-kanilang gobyerno, paggalang sa probisyon ng Vienna Convention on Diplomatic Relations of 1961, at Vienna Convention on Consular Relations of 1963.
Bahagi ng kasunduan ang valid diplomatic at official passports para sa Pilipinas habang iyon namang saklaw ng Qatar ay valid diplomatic at special passports.
“Nationals of either party who are holders of valid passport types mentioned in Article 1 of this Agreement are exempted from the obligation to obtain visas for entry and stay in the territory of the other party, for a stay of 30 days.”
Nakapaloob pa na, “Provided, the passport presented must have a validity period of at least three months beyond the period of allowed stay in the territory of the other party.”
Samantala, ang iba pang MOU na tinintahan ay sa pagitan ng Philippine Chamber of Commerce and Industry at Qatar Chamber of Commerce and Industry, at sa pagitan ng Davao City Chamber of Commerce and Industry at ang Qatar Chamber of Commerce and Industry.
Nabatid na itinatag ang diplomatic relations ng Pilipinas at Qatar noong Mayo 5, 1981.
At tinatayang may 242,609 Pinoy ang nasa Middle Eastern country. Noong 2022, ang remittance sa ‘Pinas mula Qatar ay nagkakahalaga ng $895.33 milyon.
Positibo ang pananaw ni Pangulong Ferdinand Bongbong Marcos, Jr. (PBBM) hinggil sa kasunduang ito at inaasahang hahantong sa mas malakas na ugnayan pa natin sa nabanggit na bansa.
