Panahon na para palakasin ang special education (SPED) sa bansa

Nitong Lunes, tinalakay sa plenaryo ng Senado ang Senate Bill No. 1907 o ang “Instituting Services and Programs for Learners with Disabilities in Support of Inclusive Education Act.”


Isa tayo sa mga co-sponsors ng panukalang-batas, na may napakagandang layunin na palakasin ang special education (SPED) sa bansa para mabigyan ng oportunidad na magkaroon ng quality education ang children with special needs (CSN) sa mga pampublikong paaralan.

Umaabot sa 5 milyon ang children with disabilities sa bansa.


Ngunit ayon sa Department of Education, ang bilang lang ng nakapag-enroll sa mga ito noong nakaraang school year ay 439,700.


Dagdag pa ng DepEd, 2 percent lang sa mga CSN ang tumatanggap ng tulong mula sa pamahalaan, habang 97 percent ng mga CSN na nasa 7-12 taong gulang ay hindi nag-aaral.


Sa kasalukuyan, nasa 14,000 paaralan sa bansa ang tumutugon sa special education students at may hiwalay na SPED centers. Ngunit mayroon lamang tayong 4,000 SPED teachers na tumutugon sa 231,631 self-contained learners with disabilities o iyong mga hindi bahagi ng regular classrooms.

Ayon sa Save the Children Philippines, ilan sa mga hadlang sa epektibong pagturo sa mga CSN ay ang kakulangan ng kaalaman o proficiency ng mga guro sa sign language; hindi angkop na laki ng klase, na naipamamalas sa hindi mainam na pacing; kakulangan sa materyales; kakulangan sa instructional dialogue; kawalan ng ligtas na learning environment para sa mga CSN; at hindi sapat na budget para sa inclusive education.

Kung maipapasa ang SB No. 1709, magtatatag ang DepEd, sa tulong ng mga local government unit, ng kahit isang inclusive learning resource center na magbibigay ng libreng support service at magpapatupad ng mga programa tungo sa pagkakaroon ng inclusive education sa lahat ng paaralan sa buong bansa.


Ang mga sumusunod ang kabuuang function ng mga ILRC:


(a) implement the CFS to ensure that all learners with disabilities who are not receiving early and basic education services are identified, located, and evaluated, and facilitate their inclusion into the general education system;


(b) utilize the expertise of a multidisciplinary team to conduct educational assessments and diagnoses of learners with disabilities for the preparation of their lEPs, and determine appropriate services and placement options;


(c) spearhead the preparation, implementation, and review of the lEP;

(d) provide support to learners with disabilities and their diverse needs for their inclusion in the general education system;


(e) produce appropriate teaching and learning materials for learners with disabilities, including but not limited to, FSL materials for deaf learners, Braille for the blind and visually impaired, and augmentative and alternative instructional materials for learners with developmental disabilities;


(f) provide and facilitate consultative mechanism, counseling, technical assistance, and training to general basic education teachers, administrators, child development teachers and workers, non-teaching personnel, parents, caregivers, guardians, or other family members on the education of learners with disabilities;


(g) establish a referral system that shall provide and organize multidisciplinary services needed by learners with disabilities and their families to mobilize community resources;

(h) monitor and ensure that learners with disabilities within the city or municipality receive the appropriate services needed, including FSL interpreting;


(i) implement the programs of the ILRC which include, but not limited to, the transition program, alternative educational programs, and early intervention program in collaboration with the CDC; initiate and implement successful research-based Innovative approaches in providing educational or support services to learners with disabilities;


(k) orient the LGUs served by the ILRCs on the psychology, diverse needs, and potentials of learners with disabilities.
