Impeachment kay Sara ibinasura, Sotto pumalag sa SC... Mag-cha-cha na lang!

Dismayado si Senate President Vicente “Tito” Sotto hinggil sa desisyon ng Supreme Court na tuluyang ipawalambisa ang impeachment complaint laban kay Vice President Sara Duterte. 

Una rito, nagdesisyon ang SC na “with finality” sa pagbabasura ng apelang motion for reconsideration ng House of Representatives kaugnay sa nasabing reklamo.

Ayon kay Sotto, malungkot na araw ang nabanggit na pangyayari para sa Constitutional Law, mga propesor, at mag-aaral ng abogasya. 

“The Constitution had just been amended unconstitutionally through Supreme Court overreach. It will take decades of retirements to correct this misinterpretation. When the law is clear, there is nothing to interpret, as any first year law student knows,” aniya.

Binigyang-diin ni Sotto na malinaw na judicial legislation ang naging desisyon ng Kataas-taasang Hukuman at tahasang paglalatag ng pangangailangan ng isang panuntunang dapat sundin ng Kongreso sa pagsasagawa ng impeachment. 

Panghihimasok umano ito sa kapangyarihan ng Legislative branch, alinsunod na rin sa Konstitusyon. 

Sa kasalukuyan, isa na aniyang pangarap na lamang ang impeachment. 

Kasabay nito, sinabi ni Sotto na handa siyang suportahan ang anumang plano na baguhin ang 1987 Constitution, kung kinakailangan.

Iginiit ni Senate President Vicente ‘Tito’ Sotto III na susuportahan niya kung sakaling mayroong hakbang para amyendahan ang Konstitusyon matapos ang naging desisyon ng Korte Suprema sa articles of impeachment laban kay Vice President Sara Duterte.

Aniya, “Ako ayoko ng Con-con (Constitutional Convention), ayoko ng Constituent Assembly pero kapag ganyan ang usapan, eh payag na ako.”

Paliwanag pa niya, “Para nilang binago ‘yung mode ng pag-i-impeach. Mas mahirap, mas humirap na ngayon.”

Dagdag pa niya, “Yung option three na tinatawag nilang option two na one-third signatures lang forward na kaagad? Kaya nilagay ‘yan para sa isang official [o] impeachable officer na hindi ginagawa ang trabaho niya o merong maling ginagawa sa trabaho niya [na] nakakaperwisyo sa bansa—puwedeng madaling alisin. Hindi pwedeng magtagal. Kaya nilagay ‘yan doon.”

“Eh bakit natin pahihirapan ngayon katulad ng ginawa ngayon [na] humihirap na,” saad pa nito.

Insertions, parte ng budget process — SP Sotto

Sinabi ni Senate President Vicente ‘Tito’ Sotto III na parte ng budget process ang amendments o insertions kasunod ng pagsingit ng ilang mambabatas sa mga insertion na naganap sa 2025 General Appropriations Act.

“Amendments or insertions, whether individual or institutional, done during the deliberations in the Senate, are part of the regular budget process,” ayon kay Sotto.

Idinagdag din niya na, “It is unfortunate that the issue on ghost projects and failed flood control projects affect and generalized all amendments as illegal or improper.”

“Rest assured that for the 2026 budget, the Senate will institute changes for greater transparency, people’s participation and accountability,” saad pa nito.
