Manila, Philippines — A recent survey conducted by Tangere has revealed that the Office of the President (61.8% satisfaction rating) under the executive branch is the highest rated service branch of the Philippine Government after posting a significant 10% increase in satisfaction rating. The increase is driven by respondents belonging to socio-economic class D and E (lower income class), and respondents living in rural areas in the country. The increase can be attributed primarily to the initial rollout of the PhP20 rice promised during the campaign period, irrigation projects resulting to double harvests for farmers, improvement in health infrastructure especially related to pediatric care, and to the delivery of completed units under the National Housing Authority (NHA) .

The Cabinet reporting to the president also received a notable increase in satisfaction rating after posting a 2.5% increase in their satisfaction rating (49.4% to 51.9%).

The Office of the Vice President under Vice President Sara Duterte , who is facing an impeachment trial in the Senate, posted a satisfaction rating of 48.4%.

The Philippine National Police (PNP), reporting under the Department of Interior and Local Government (DILG), received the lowest satisfaction rating from the Executive Branch after posting a 44.4% satisfaction rating.

The Legislative Branch

The House of Representatives under the leadership of Speaker Martin Romualdez remains as the highest performing member of the legislative branch. Respondents gave the lower house a satisfaction rating of 55.7%. The other member of the bicameral body under the legislative branch, the Senate, received a satisfaction rating of 49.5%, a notable increase from the previous month’s survey.

The Armed Forces of the Philippines (AFP)

Filipinos have a positive view of the AFP with the three service branches of the Armed Forces of the Philippines (AFP) receiving an average satisfaction rating of 60%. The Philippine Army received the highest satisfaction rating (60.2%), followed closely by the Philippine Navy at 59.8%, and the Philippine Airforce with 58.5%.

The Judicial Branch

Despite having one of the lowest awareness rating, the Supreme Court under the leadership of Chief Justice Alexander Gesmundo, received a satisfaction rating of 45.2% (net of Aware).

Independent Constitutional Commissions

The COMELEC under the leadership of Chairman George Garcia is the highest rated independent constitutional commission of the Philippines. The upcoming midterm elections led to the COMELEC having a satisfaction rating of 53.0%, a notable increase from the previous month’s survey. The COMELEC is followed distantly by the Commission on Audit (43.5%) and the Commission on Appointment (43.0%).

The non-commissioned survey on the performance of the different branches of the Philippine Government, conducted last May 8-9, 2025, was administered via a mobile-based respondent application with a sample size of 1,500 participants (+/- 2.48% Margin of Error at a 95% Confidence Level) using a Stratified Random Sampling method (Quota Based Sampling). The proportion was spread throughout the Philippines with 12 percent from NCR, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.

Mag-isip tayo bago tayo bumoto.

“Again, sa lahat, lagi kong nire-remind, from senators to mayors to congressman, huwag tayong boboto dahil sikat.
