The Social Security System (SSS) hailed the Employees’ Compensation Commission (ECC) for providing a vital safety net to Filipino workers who experienced work-related contingencies in the last five decades as the agency celebrates its golden anniversary.

SSS President and Chief Executive Officer Robert Joseph Montes De Claro said that SSS proudly acknowledges ECC achievements and celebrates with them on its milestone anniversary.


“The SSS, being a key partner in the administration of the Employees’ Compensation (EC) Program, recognizes ECC’s unwavering commitment to providing comprehensive, meaningful, and timely assistance to workers and their families in times of work-related sickness, injury, or death.  We congratulate ECC on reaching this golden milestone and wish only the best for the agency, its officials and employees as we strive to provide quality social security protection to all Filipino workers,” De Claro said.


He noted that from its humble beginnings in 1975, the ECC has become a vital pillar of Philippine social security protection, continuously refining its policies and procedures to ensure that workers receive the support they deserve – especially for work-related contingencies.


“ECC’s impact goes beyond the provision of financial assistance to workers and their beneficiaries. The agency has also played a significant role in raising awareness on safety and health in the workplace that benefits all Filipino workers,” he added.


The ECC was established on March 17, 1975, after former President Ferdinand Marcos Sr. signed Presidential Decree No. 626 or the Employees’ Compensation (EC) and State Insurance Fund (SIF) into law.


As a result, ECC became the lead agency in implementing the Employees’ Compensation Program (ECP), which provides tax-exempt income, medical, and other related benefits to employees – including self-employed – and their dependents in the event of work-related sickness, injury, or death.


The SIF, which is sourced from employers’ contributions, is administered by the SSS to private-sector and informal-economy workers. In contrast, the Government Service Insurance System (GSIS) administers it to government employees.


EC benefit disbursements exceeded P39-B since 1975


De Claro disclosed that SSS disbursed a total of P39.1 billion in EC benefits to 2.7 million beneficiaries from 1975 to 2024.


“These benefits have provided much-needed financial relief to workers who have suffered work-related injuries or illnesses, helping them cover medical expenses, replace lost income, and rehabilitate their lives.,” De Claro said.


Long-term benefits accounted for around 81 percent of the EC benefit disbursements, or P31.6 billion. These consisted of nearly P27 billion in EC death benefits to almost 42,000 claimants and EC disability benefits amounting to P5.1 billion, helping over 78,000 workers.


On the other hand, short-term benefits comprised the remaining 19 percent, at almost 7.5 billion. EC sickness benefits topped the short-term benefits with P5.3 billion, released to nearly two million workers, and medical service benefits amounting to P1.7 billion, benefiting more than 700,000 workers. Other short-term benefits include EC funeral benefits worth P284 million released to almost 28,000 beneficiaries and rehabilitation service benefits amounting to over P85 million to help more than 15,000 workers.


De Claro committed that SSS will continue to work closely with the ECC to ensure that all Filipino workers are protected from the risks of work-related contingencies.

Magandang araw! Mayroon akong SSS salary loan sa previous employer ko at hindi ko ito naipakaltas sa aking kasalukuyang employer. Dahil dito, hindi ko nabayaran ang aking loan mula noong 2018. Kaya nag-aalala ako na baka malaki na ang penalty nito. Mayroon bang condonation program ang SSS ngayon? Salamat.  — Lani, Quezon City

Patuloy pa ring tumatanggap ng aplikasyon ang SSS para sa loan penalty condonation program nito. Inilunsad ang Consolidation of Past Due Short-Term Member Loans with Condonation of Penalty Program (ConsoLoan) batay sa SSS Circular No. 2022-022 upang tulungan ang mga miyembro na mayroong past-due loans sa SSS. Sa ilalim ng programa, hindi na sisingilin ang kaukulang penalties o multa ng kanilang past-due loans. Sa halip, ang tangi na lamang nilang babayaran ay ang orihinal o principal amount at interes nito.


Sakop ng ConsoLoan ang salary loan, calamity loan, Salary Loan Early Renewal Program (SLERP), emergency loan at restructured loans gaya ng Loan Restructuring Program (LRP) noong mga nakaraang taon.


Samantala, Lani ang babayaran mo na lamang ay ang prinsipal at interes kung saan maaari itong bayaran nang buo o one-time full payment, o kaya’y bayaran kahit 10% nito bilang down payment at ang natitirang balanse sa pamamagitan ng installment sa loob ng hanggang 60 buwan o limang taon, depende sa halaga ng iyong pagkakautang.


Para sa kapakanan ng ating mga miyembro, heto ang talaan ng halaga ng pagkakautang at haba o payment terms na kinakailangang sundin para sa pagbabayad ng kanilang mga loan:

Kinakailangan lamang Lani, na matugunan mo ang mga sumusunod na kondisyon:


  • mayroon kang hindi nabayarang short-term member loan hanggang sa araw ng iyong aplikasyon sa nasabing programa;

  • hindi ka pa nabibigyan ng final benefit claim tulad ng permanent total disability o retirement benefit;

  • hindi ka na-disqualify dahil sa panloloko o fraud laban sa SSS; at

  • mayroon kang aktibong account sa My.SSS.


Hindi mo na rin kailangang magtungo sa sangay ng SSS sa pag-file nito sapagkat maaari mo na itong gawing online gamit ang iyong account sa My.SSS. Kaya dapat tiyakin mong may account kang nakarehistro na sa My.SSS.



Upang makapagrehistro sa My.SSS, maaari kang magtungo sa SSS website (www.sss.gov.ph) at magparehistro sa Member portal. Kailangang punan mo ang lahat ng kinakailangang impormasyon. Tandaan na ang irerehistrong e-mail address ay kailangang aktibo at nagagamit pa dahil dito ipadadala ng SSS ang link para i-activate at magamit mo ang iyong My.SSS account.

Hello, Bulgarians! Pormal na nilagdaan nina SSS President and Chief Executive Officer Robert Joseph Montes De Claro at DoubleDragon Corporation Chairman Edgar “Injap” Sia II ang isang Memorandum of Agreement (MOA) para irehistro ang DoubleDragon bilang Contribution Subsidy Provider.


Pinasalamatan ni De Claro si DoubleDragon Chairman Sia sa pagdinig sa panawagan ng SSS noong Enero para sa gobyerno at mga nagnenegosyo na suportahan ang mga manggagawang Pilipino at kanilang mga pamilya sa pamamagitan ng SSS Contribution Subsidy Provider Program (CSPP).


Sinabi niya na ang DoubleDragon ay magbibigay ng tulong sa mga kontribusyon sa SSS para sa 2,000 manggagawa sa impormal na sektor sa Iloilo City at Roxas City sa loob ng 12 buwan – na may kabuuang P18.2-M - pagtugon sa mga financial barriers na humahadlang sa mga manggagawa sa pag-access ng mga mahahalagang benepisyo sa social security.


“This SSS contribution subsidy will not only support the 2,000 recipients but will also benefit their extended families,” paliwanag ni De Claro. “It will provide these informal sector workers with the opportunity to join the SSS and gain access to its benefits,” aniya pa.

Nagpahayag siya ng pasasalamat sa DoubleDragon at sa chairman nito sa pagsuporta sa SSS sa kanilang bagong tungkulin bilang Contribution Subsidy Provider. 


“By offering access to social security, DoubleDragon is empowering these informal sector workers to have a safety net to rely on in times of need,” sabi ni De Claro.


“After all these years, almost three (3) decades since Mr. Injap Sia took out a corporate loan from SSS in 1997 followed by continuing SSS participation in capital market issuances of DoubleDragon up to the present, we are beaming with pride to have DoubleDragon give back to SSS and Filipino workers as a Contribution Subsidy Provider,” saad pa niya.
