Ipinahayag ng Philippine National Police (PNP) na sila ay nagsasagawa ng “continuous” background check sa lahat ng presidential aspirants kasunod ng naging statement ni Pangulong Rodrigo Duterte sa umano’y corrupt candidate na tatakbo sa 2022 elections.


“Continuous naman po ‘yun,” sabi ni PNP chief Police General Dionardo Carlos sa isang press conference ngayong Miyerkules.


“At the end of the day, we will not jump the gun. We are not directed to name names. We will just do our work. Submit our report to our command line, leadership,” paliwanag ni Carlos.


Sa isang pre-recorded na Talk to the People ng Pangulo na ipinalabas nitong Martes, binanggit ni Pangulong Duterte na ilalantad din niya sa publiko kung sino sa mga presidentiables ang aniya, “most corrupt.” “In due time, I will personally name the candidates, maybe what is wrong with them.


Kailangan malaman ng tao, because you are electing a president,” sabi ng Punong Ehekutibo.


“[I will tell you] kung sino iyong pinaka-corrupt na kandidato. Hindi ako namumulitika. I am talking to you as your president. There are things you must know,” diin pa ni Pangulong Duterte.


Sa naunang pahayag, inakusahan ni Pangulong Duterte ang isang hindi pinangalanang kandidato na aniya ay isang cocaine user. Ayon kay Carlos, wala pa rin silang ebidensiya na susuporta sa pahayag ng Pangulo.

Idineklara ni Pangulong Rodrigo Duterte ang Carcar City ng Cebu at San Vicente town ng Ilocos Sur bilang Heritage Zones para maprotektahan ang kanilang historical at cultural integrity.


Ito ang nakasaad sa ilalim ng Republic Act 11644 at 11645, na nilagdaan ng Pangulo na naisabatas noong Enero 14, 2022, subalit ibinaba lamang ngayong Lunes, Enero 17.


Nakapaloob dito, “The measure mandates the DOT (Department of Tourism), in coordination with the respective host local government, the NCCA (National Commission for Culture and the Arts) and its affiliated cultural agencies, and the Department of Environment and Natural Resources (DENR) to prioritize a development plan involving the preservation, conservation, restoration, and maintenance of cultural and historical sites and structures for the enhancement and sustainability of tourism in the said areas, provided that the NCCA will only approve methods and materials compliant with international standards of conservation in undertaking conservation and restoration work under relevant laws, including the National Integrated Protected Areas System Act.”



Isasama sa Heritage Zones ang mga cultural properties na idineklara bilang National Cultural Treasures and Important Cultural Properties, gayundin, ang mga National Historic Landmarks, Shrines, Monuments, at Sites, at gaya ng iba pang tinatawag na immovable, movable o intangible cultural properties, ito man ay pampubliko o pribadong pag-aari, na maaaring itinalagang isama rito ng NCCA at ng kanilang affiliated cultural agencies, sa koordinasyon ng naturang lokal na pamahalaan.


Samantala, itinalaga ni Pangulong Duterte si Oscar Casaysay bilang National Commission for Culture and the Arts (NCCA) executive director.


“We wish Executive Director Casaysay all the best in his new undertaking as he leads NCCA in the preservation, development, and promotion of Philippine arts and culture,” ani acting presidential spokesperson Karlo Nograles sa isang statement.

Si Casaysay ay naglingkod sa Davao City government noong mayor pa si Pangulong Duterte.

Ang direktiba ni Pangulong Rodrigo Duterte na pagtatalaga ng mga pulis sa mga COVID-19 quarantine hotels ay hindi nangangahulugan na binibigyan ang pamunuan ng mga establisimyento ng free pass sakaling ang mga guests nito ay lumabag sa quarantine rules, ayon sa Malacañang.


Ito ang naging komento ni acting presidential spokesperson Karlo Nograles matapos na dalawang Pinay na mula sa United States ay dumating sa Pilipinas para sa Christmas holidays na tumakas at nakalusot sa kanilang quarantine at kalaunan ay tinamaan ng COVID-19, habang nahawaan naman ang ilan sa kanilang naging close contacts ng coronavirus.


“The President was just emphasizing the limitations on the part of the hotel, especially if the violators become aggressive. You would need law enforcement [personnel to be there]. But it does not absolve them of their negligence,” ani Nograles sa Palace briefing ngayong Miyerkules.


“The omission, non-reporting of violation... cases will be filed over that. They will be prosecuted, and it is up for the judge to decide,” sabi pa ni Nograles.


Nitong Martes, ipinag-utos ni Pangulong Duterte sa mga law enforcers na guwardiyahan ang mga hotels na nagsisilbing quarantine facilities para sa mga returning Filipinos, matapos ang viral report ng isang babaeng tumakas sa kanyang quarantine nang dumating sa bansa mula sa US.


Una nang sinabi ni Department of Justice (DOJ) Secretary Menardo Guevarra na ang mga indibidwal na lalabag sa mandatory COVID-19 quarantine protocols ay papatawan ng criminal charges sa ilalim ng Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act (Republic Act 1132), bukod sa iba pang civil cases.


Nakasaad sa ipinagbabawal sa ilalim ng RA 11332 ay:

• unauthorized disclosure of private and confidential information pertaining to a patient’s medical condition or treatment;

• tampering of records or intentionally providing misinformation;

• non-operation of the disease surveillance and response systems;

• non-cooperation of persons and entities that should report and/or respond to notifiable diseases or health events of public concern; and

• non-cooperation of the person or entities identified as having the notifiable disease, or affected by the health event of public concern.


Sa pareho ring batas, nakasaad na ang mga violators ay pagmumultahin ng hindi bababa sa P20,000 hanggang P50,000 o pagkabilanggo ng hindi bababa ng isang buwan hanggang anim na buwan, o parehong pagmumulta at pagkakulong, batay sa deskrisyon ng korte.
