Tatakbo sa Congressional seat.. MWSS chairman Velasco, nag-resign

Bumaba na sa puwesto si Metropolitan Waterworks and Sewerage System (MWSS) chairman at administrator retired General Reynaldo Velasco para tumakbo sa isang Congressional seat sa 2022 national elections.

Sa isang statement ng MWSS, pormal nang tinapos ni Velasco ang kanyang pagseserbisyo sa ahensiya ngayong Huwebes, Setyembre 30, 2021.

Ang outgoing chairman at administrator, ayon sa kagawaran, “will be busy with the Philippine National Police Retirees Association, Inc. (PRAI) which is seeking a seat at the House of Representatives in the May 2022 elections.”

“He is the number one nominee of PRAI, an organization working for the benefit and welfare of all retired men and women in the uniformed service of the PNP and their dependents,” pahayag pa ng MWSS.

Si Velasco ay papalitan ni incoming administrator Leonor Cleofas habang ang puwesto niya bilang chairman of the board ay ibibigay kay Justice Jose Ricafort Hernandez.

Ayon sa ahensiya, sa panahon ng paglilingkod ni Velasco simula 2017, dito namayagpag ang MWSS, kung saan nakapagtala ng kategorya na mula Level C ay naging Level B, anila, “moved up the ladder among government-owned corporations.”

“Among 84 GOCCs assessed, MWSS ranked 59th in 2016, 38th in 2017, 34th in 2018, and 29th in 2019,” dagdag pa ng kagawaran.

Sa ilalim ng pamumuno ni Velasco, ang MWSS ay nakapag-remit na ng kabuuang P1.512 bilyon sa national government treasury sa pamamagitan ng dibidendo mula 2017 hanggang 2019.

Sinabi pa ng ahensiya na mula 2016 hanggang 2020, ang populasyon na kanilang naserbisyuhan ay tumaas ng 8.41% o 1.317 milyong higit na mga kustomer.

“Households with direct access to water increased by 9% from 3.89 million in 2017 to 4.15 million households as of April 2021,” ayon sa MWSS.

Para sa mga kostumer ng Maynilad Water Services, Inc. at Manila Water Company, Inc. asahan ang pagbaba ng mga bayarin sa water bill sa unang tatlong buwan ng 2021, kasabay ng pag-apruba ng Metropolitan Waterworks and Sewerage System (MWSS) ng isang quarterly adjustment para sa mga water distribution utilities.

Ngayong Miyerkules, nagpalabas ng anunsiyo ang MWSS Regulatory Office (RO) kung saan inaprubahan ng MWSS Board of Trustees ang rekomendasyong ipatupad sa first quarter ng 2021 ang foreign currency differential adjustment (FCDA) na magiging epektibo sa January 1, 2021, base ito sa naging pagsusuri sa FCDA proposals ng mga concessionaries.

Ang FCDA ay isang mekanismo na responsable sa accounts ng foreign exchange losses o gains na nakukuha mula sa mga loans ng MWSS at mga private sector concessionaires para sa capital expenditures at concession fees.

Ito ay nagsisilbi ring corrective mechanism sa mga nabuo o nagawa ng MWSS upang maiwasan ang under recovery o over recovery dahil sa mga forex movements.

Ang East zone concessionaire na Manila Water ay magpapatupad ng FCDA ng 0.66% para sa 2021 average basic charge ng P28.52 kada cubic meter o P0.19 kada cubic meter.

“This is a downward adjustment of P0.14 per cubic meter from the previous FCDA of P0.33 per cubic meter,” ayon sa pahayag ng MWSS.

Habang ang West zone concessionaire na Maynilad ay magpapatupad naman ng FCDA ng negative 0.39% para sa 2021 sa average basic charge na P36.24 kada cubic meter o -P0.14 kada cubic meter.

“This is also a downward adjustment of P0.05 per cubic meter from the previous FCDA of -P0.09 per cubic meter,” sabi pa ng MWSS.
