DOLE Secretary Bello, positibo sa COVID-19

Nagpositibo si Department of Labor and Employment (DOLE) Secretary Silvestre Bello III sa test sa COVID-19.

Sa isang statement ng DOLE, kahit na tinamaan ng sakit ang 77-anyos na opisyal, “He is asymptomatic and remains on top of his health.”

Si Bello na fully vaccinated na ay kasalukuyang sumasailalim sa self-quarantine sa kanyang hometown sa Iligan, kung saan siya nai-test nitong weekend.

“Even while in isolation, the Secretary continues to discharge his functions,” pahayag ng DOLE.

“The Secretary wishes to thank the public for their prayers, and expresses hopes to resume leading DOLE officials in the distribution of assistance funds under its Serbisyong TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers) as soon as his quarantine period is over,” ayon pa sa ahensiya.

Ang DOLE chief ay tumatanggap ng mga bisita sa kanyang opisina habang madalas na bumibiyahe sa buong bansa upang pangunahan ang pamamahagi ng assistance para sa mga displaced at disadvantaged workers.

Ang DOLE ay mayroong assistance program para sa mga informal workers at nagbibigay ng cash aid sa mga formal workers na apektado ng pandemya ng COVID-19. Maaari ring mag-avail ng cash assistance ang mga overseas Filipino workers (OFWs) mula sa ahensiya.

Isa si Bello sa maraming public officials, kabilang din ang mga miyembro ng gabinete na tinamaan ng COVID-19.

47 caregivers, nakaalis na… OFWs, puwede na uli sa Israel

Inumpisahan na ng Pilipinas na magpadala ng mga home-based caregivers sa Israel kasunod ng isang labor agreement na pinirmahan ng dalawang bansa noon pang 2018.

Ayon sa Department of Labor and Employment (DOLE) ngayong Huwebes, 48 caregivers ang umalis patungong Israel nitong Martes, Hulyo 27.

Batay naman kay Philippine Overseas Employment Administration (POEA) Chief Bernard Olalia, bahagi sila ng unang batch ng 377 overseas Filipino workers (OFWs) na nakatakda sanang i-deploy noong nakaraang taon, subalit nagkaroon ng pagkaantala sa pagpoproseso ng kanilang mga dokumento at flights dahil sa COVID-19 restrictions.

“We are now processing the documents of the qualified applicants for the second round of recruitment, and this time, we are looking at more than 1,000 OFWs who will undergo the usual process of selection, hiring and matching with their respective employers in Israel,” ani Olalia.

Bukod sa mga caregivers, household service workers, at nurses, ayon sa DOLE, hiniling din ng Israel ang iba pang manggagawa sa mga sektor ng technology, services, hospitality at manufacturing.

Sinabi pa ni Olalia na ang deployment ng mga OFWs sa Israel ay sang-ayon sa labor agreement na pinirmahan nina DOLE Secretary Silvestre Bello III at dating Israeli Interior Minister Aryeh Machluf Deri. “We took the initiative to address the concern and request of Israel for caregivers. Since we cannot disregard the fact that there are illegal recruiters here and there, Secretary Bello continues to remind OFWs to avoid dealing with bogus recruiters and under-the-table transactions that require placement fees of about P500,000,” sabi ni Olalia.

Matatandaang noong May, pansamantalang sinuspinde ng DOLE ang deployment ng OFWs sa Israel kasunod ng labanan sa pagitan ng Israeli forces at Palestinian militants. Gayunman, binawi ng bansa ang suspensiyon noong Hulyo 14 kasabay ng umaayos na sitwasyon ng seguridad sa Israel.

Endo bill, pinamamadali ng DOLE kay P-Du30

Hiniling ni Department of Labor Secretary Silvestre Bello III kay Pangulong Rodrigo Duterte na sertipikahan bilang urgent ang isang panukala na naglalayong tapusin na ang labor contractualization.

“I just signed the letter addressed to the President recommending the issuance of the certification to certify ‘yung ating Endo bill pending before the Senate,” ani Bello. Ito ang naging pahayag ni Bello matapos na sinabi ni Presidential Legislative Liaison Office Undersecretary Jacinto Paras na ang anti-Endo bill ay hindi nakasama sa priority measures ni Pangulong Duterte para sa huling taon nito sa posisyon.

Matatandaang noong 2016, ipinangako ni P-Duterte na ipatitigil niya ang “endo” o “end of contract,” kung saan nangyayari sa mga manggagawa ang tinatawag na "employers end contracts" sa pagsapit ng ika-5 buwan nito at nire-renew muli ng 5 buwan para maiwasan na mabigyan ng regular status ang mga empleyado.

“'Yan ay isa sa mga pangako ng Pangulo, ‘yung Endo bill na ‘yan. As early as 2019, nag-certify na siya ng Endo bill sa Kongreso,” ani Bello. “Ang problema, maraming mga labor group na nagpoprotesta, at ayaw daw nila ‘yung Endo bill that was passed by Congress. On that basis, vineto ng ating Pangulo,” dagdag niya.

Subalit ayon sa kalihim, ang kasalukuyang Endo bill na naka-pending sa Congress ay hindi aniya “substantially different” mula sa measure na nagawang i-veto noong 2019 ni Pangulong Duterte.
