DA, umutang ng P14 bilyon sa World Bank

Inaasahang maaaprubahan ang second additional financing (AF2) loan ng Department of Agriculture (DA) sa World Bank, kung saan nagkakahalagang $280 million o P14 billion ang ilalaang pondo para sa Philippine Rural Development Project (PRDP).

Ayon pa kay DA Secretary William Dar, "We look forward to more enable communities and expanded opportunities under the new normal with the approval of the AF2-EU."

Dagdag nito, “The loan will finance agriculture enterprise and rural infrastructure subprojects under the PRDP as part of the second tranche of the $450-million funding from the World Bank approved by the Investment Coordination Committee (ICC) in 2016.”

Ang proyektong PRDP ay aabutin ng 6 years, kung saan layunin nitong mapaunlad ang makabagong sistema sa agrikultura at pangingisda.

"We must continue to improve our services and processes as the world is ever-changing, and as we gradually move towards a new way of living. It is also our responsibility to keep up with the times and offer innovative solutions on how to provide for a modern, climate-smart, and market-oriented agri-fishery sector," sabi pa ni Dar.

Matatandaan namang mahigit 1,091 proyekto ang isinagawa ng DA mula sa 78 na probinsiya, kung saan halos 766,200 households ang nag-benefit nitong nakaraang Abril.

Bangkang magde-deliver ng COVID-19 vaccines, lumubog sa dagat

Lumubog sa dagat ng Ungos, Real, Quezon ang service boat ng Department of Agriculture (DA) na may lamang 2 kahon ng COVID-19 vaccines, na nakatakda sanang i-deliver sa Municipal Health Office ng Quezon.

Batay sa incident report ng Philippine Coast Guard (PCG) kahapon, nangyari ang insidente nu’ng ika-13 ng Mayo pasado alas-7 nang umaga, kung saan kabilang sa mga nakasakay sa service boat ay ang 2 personnel ng Department of Health (DOH), 2 police officers ng Polillo Municipal Police Station (MPS), kasama ang kapitan at ang motorman ng bangka.

Ayon pa sa PCG, ganap na 8:30 nang umaga nang ma-rescue sa dagat ang mga pasahero at ang COVID-19 vaccines.

Tiniyak naman ng DOH personnel na na-secure nila ang mga kahon ng bakuna at siniguradong hindi iyon na-damage.

Matatandaang napaka-sensitive ng bawat COVID-19 vaccines, kung saan bawal iyon matagtag o maalog dahil masisira kaagad. Kaya naman, sa tuwing idine-deliver ang mga bakuna sa storage facility ay tinitiyak ng driver na patag ang kalsadang daraanan upang maiwasan ang baku-bakong lugar.

Kamakailan lang din nu’ng iulat na mahigit 348 vials ng bakuna ang nasira nang dahil naman sa brownout.

Sa ngayon ay ligtas namang naihatid ang 720 doses ng COVID-29 vaccines sa health office ng Polillo at ang 920 doses sa health office ng Bordeos, Quezon.

Samantala, hindi naman binanggit ang brand ng COVID-19 vaccines na iniahon mula sa lumubog na bangka.

Paglilinaw pa ni DOH Undersecretary Maria Rosario Vergeire, nakadoble ang plastik ng kahon at maayos nilang ipina-package ang mga bakuna bago i-deliver.

Kaugnay nito, pinaaalalahanan din ni Vergeire ang bawat local government units (LGU) na huwag lagyan ng pagkain ang refrigerator na pinag-iimbakan ng COVID-19 vaccines.

"Makikita natin, baka 'yung ibang local governments, dahil mayroon tayong 2 to 8 degrees lang na mga bakuna, baka naisasama sa mga pagkain sa refrigerator at hindi po ito tama," sabi pa niya.

Ivermectin kontra-ASF, tetestingin

Bumuo ang Department of Agriculture (DA) ng isang research team upang alamin ang potensiyal na maaaring ibigay ng antiparasitic drug na Ivermectin para maiwasan at makontrol ang pagkalat ng African swine fever (ASF).

Sa isang Special Order No. 310, series of 2021, na may petsang April 30, 2021, iniutos ni DA Secretary William Dar na magtatag ng isang research team kung saan tututok sa ASF control and prevention upang maresolbahan ang krisis sa nasabing sakit.

“The research team is tasked to prepare research proposals on the use of Ivermectin, ASF Buster, Cloud Feed and other potential products for the control and prevention of ASF,” ayon sa inilabas na special order ng DA.

“The team is also directed to conduct preliminary field trials of Ivermectin and other agents to produce science-based evidence in support to control and prevention programs of ASF,” dagdag pa ng DA.

Binubuo ang team ng mga technical advisers, kabilang na sina DA Undersecretary William Medrano, National Livestock Program Director Dr. Ruth Miclat-Sonaco, at Bureau of Animal Industry (BAI) officer-in-charge Director Dr. Reildrin Morales.

Inilagay din bilang program leader si BAI OIC-Assistant Director Dr. Rene Santiago habang si Philippine Carabao Center OIC-Deputy Executive Director for Production and Research Dr. Claro Mingala ay assistant program leader.

Ang mga project leaders naman ng research team ay sina National Dairy Authority Deputy Administrator Dr. Farrel Benjelix Magtoto, Pampanga State Agricultural University Associate Professor Dr. Rogelio Carandang, Jr., at BAI Livestock Research and Development Division chief Dr. Marivic de Vera.

Nakasaad pa sa special order na inaatasan ang research team, “to formulate and draft science-based policies for National Guidelines in using Ivermectin and other agents in the control and prevention programs of ASF and collaborate with international research and institution to conduct experiments to support claims in the use of Ivermectin and other agents.”

Matatandaang nagbigay ng matinding atensiyon sa publiko ang Ivermectin dahil sa sinasabing magagamit itong gamot kontra-COVID-19.

Gayunman, hindi pa aprubado ng Food and Drug Administration (FDA) ang pag-inom ng tinatawag na human-grade Ivermectin sa Pilipinas. Ayon sa batas, ang Ivermectin ay maaari lamang i-prescribe sa mga hayop.

Subali't, ang FDA ay nagbigay na ng compassionate use permit para sa paggamit ng Ivermectin sa mga tao laban sa COVID-19 sa limang ospital.

Ayon naman sa FDA, ang pag-isyu nila ng compassionate use permit ay hindi nangangahulugan na ginagarantiya ng ahensiya ang safety at efficacy nito, bagkus, pinayagan lamang nila ito para sa legal administration ng gamot sa bansa.

Samantala, ang resulta ng clinical trials ng Ivermectin bilang treatment sa COVID-19 ng Department of Science and Technology (DOST) ay posibleng lumabas sa Enero 2022.
