In commemoration of the World Aids Day with the theme “Overcoming disruption, transforming the AIDS response", the Philippine Health Insurance Corporation (PhilHealth) stands with the persons living with HIV (PLHIV) through its enhanced Outpatient HIV/AIDS Treatment (OHAT) Package which provides wider financial support to essential care. Through the Yaman ng Kalusugan Program or YAKAP, PhilHealth also raises awareness and early prevention efforts, assuring every member that all services are delivered with utmost confidentiality. 


This aligns with the Department of Health’s proposal for a declaration of a national public health emergency in the country due to a growing health concern stemming from rising human immunodeficiency virus (HIV) cases. On November 27, 2025, the Department of Health (DOH) reported over 5,500 new cases from July to September 2025. 


In response, Dr. Edwin M. Mercado, PhilHealth Acting President and CEO emphasized “Wala po kayong dapat ipag-alala, narito po ang PhilHealth upang tugunan ang inyong pangangailangang medikal. Kaya huwag po kayong matakot o mahiyang magpagamot. Makakaasa kayo na po-protektahan namin ang inyong mga personal na impormasyon.” 

The enhanced OHAT Package now offers an annual benefit of P58,500, a 95% increase from the previous P30,000. This benefit covers antiretroviral therapy (ART) for all individuals with confirmed HIV test results from certified facilities, regardless of their clinical or immunologic status. It also includes access to all necessary services required for effective HIV management. 


This enhancement is consistent with President Ferdinand R. Marcos, Jr.’s directive to continually improve and sustain the health insurer’s healthcare benefits by ensuring adequate financial support to patients seeking medical treatment. In his second State of the Nation Address, the President highlighted that 'The whole of society must exert efforts to suppress the alarming rise of HIV/AIDS. To stem the tide, the strategic plan is to ensure early diagnosis and treatment, and ample testing sites and medications. 


The OHAT Package can be accessed through 234 PhilHealth-accredited and DOH-designated HIV treatment hubs across the country. In 2024, PhilHealth disbursed a total of P1.66 billion for 176,819 OHAT benefit claims.

In line with Breast Cancer Awareness Month this October, the Philippine Health Insurance Corporation (PhilHealth) is promoting early detection and reminding members of their financial coverage for breast cancer treatment, aligning with President Ferdinand R. Marcos, Jr.'s priority on improving healthcare in the country.


The Philippines has extremely low breast cancer screening rates, which is linked to the country having one of the highest breast cancer mortality rates in Asia. According to a 2023 study by the Philippine Institute for Development Studies, only 1% of Filipino women were screened for cancer, translating to only 540,000 women out of an estimated 54 million getting screened. Compounding the issue is that a significant majority—as high as 65%—of breast cancer cases are diagnosed in the advanced stage, greatly reducing the 5-year relative survival rate. 


To address the financial barrier that often delays diagnosis and treatment, the PhilHealth Z Benefit Package for Breast Cancer has been substantially enhanced. The package has increased by 1300%, reaching up to P1.4 million from the previous P100,000. The benefit now covers patients with breast cancer across Stages 0 to 4, including those who are already undergoing treatment. As of September 2025, the amount paid for Z Benefit Package for Breast Cancer has reached a total of P72.03M. 


PhilHealth YAKAP (Yaman ng Kalusugan Program) further reinforces this as it covers selected outpatient cancer screening tests for breast cancer including financial coverage for a mammogram (P2,610) and breast ultrasound (P1,350). By providing extensive financial protection from initial diagnostic tests to complex targeted therapy, PhilHealth aims to remove the cost as a barrier and encourage patients to seek care early, improving outcomes for a disease that is curable when detected in its initial stages.

Inilunsad ng Philippine Health Insurance Corporation (PhilHealth) ang pinahusay na PhilHealth Guaranteed and Accessible Medications for Outpatient Treatment o PhilHealth GAMOT, isang komprehensibong drug benefit package na sumasaklaw sa mga mahahalagang gamot para magamit ng lahat ng miyembro. Ito ay magiging epektibo sa Agosto 21, 2025, alinsunod sa PhilHealth Circular 2025-0013.

 

Ang PhilHealth GAMOT ay bahagi ng PhilHealth YAKAP na kamakailan ay inanunsyo ni Pangulong Ferdinand R. Marcos, Jr. sa kanyang State of the Nation Address, pahiwatig ng bisyon ng Administrasyon para sa isang mas malusog na Pilipinas. 

 

Sa ilalim ng PhilHealth GAMOT, may 75 klase ng libreng gamot na pwedeng maireseta na aabot hanggang Php 20,000 para sa bawat benepisyaryo. Ang mga gamot na ito ay karaniwang paggamot ng iba't ibang kondisyon tulad ng impeksyon (anti-microbial), asthma at COPD, diabetes, mataas na kolesterol (dyslipidemia), altapresyon at kondisyon sa puso (cardiology), at nervous system disorders, kasama na ang iba pang supportive therapies.

 

Para magamit ang PhilHealth GAMOT, dapat magparehistro ang mga miyembro sa kanilang napiling PhilHealth YAKAP Clinic. Pagkatapos ng masusing medical assessment, magbibigay ang YAKAP Clinic doctor ng reseta na may Unique Prescription Security Code (UPSC) code, kung kinakailangan. Maaaring pumunta ang benepisyaryo sa alinmang GAMOT Facility at ipakita ang reseta, kasama ang anumang government-issued ID Card.

 

Sa kasalukuyan, ang mga accredited GAMOT Facilities ay ang mga sumusunod:

●       Vidacure na may mga sangay sa Muntinlupa City at Quezon City

●       Pharma Gen Ventures Corp (Generika Drugstore) na may mga sangay sa Parañaque City, Navotas City, Quezon City at Taguig City

●       Chinese General Hospital

 

Aktibong pinalalawak ng PhilHealth ang network nito upang madagdagan ang access points para sa mga benepisyaryo. Sa National Capital Region, dalawa pang pasilidad ang nagsumite ng kanilang letter of intent upang sumali sa programa.

 

"Noong 2023, nailunsad na natin ang PhilHealth GAMOT ngunit ito ay naisagawa lamang sa iilang probinsya. Kaya naman ngayon mas pinalawak na natin ito. Karapatan ng bawat Filipino na magkaroon ng access sa mga kinakailangang gamot nang hindi pinapasan ang mabigat na gastusin mula sa sariling bulsa,” pahayag ni Dr. Edwin M. Mercado, Acting President and CEO ng PhilHealth.

 

Pinapaalalahanan ng PhilHealth ang lahat ng miyembro nito na panatilihing updated ang kanilang records upang masiguro ang maayos na transaksyon sa pag-avail ng mga benepisyo.
