In response to the directive of President Ferdinand R. Marcos Jr. and instruction of Finance Secretary and Social Security Commission Chairperson Ralph G. Recto to provide immediate relief to those devastated by the 6.9 magnitude earthquake in Cebu, the Social Security System (SSS) announced that affected SSS members can now apply for a calamity loan effective today, 2 October 2025.


SSS President and Chief Executive Officer Robert Joseph Montes De Claro said that the new Guidelines of the SSS Calamity Loan Program now in place allows SSS to respond sooner and immediately provide financial support through Calamity Loans for affected SSS members featuring lowered interest rate of 7% per annum and loanable amount of up to P20,000.  


“We want to assure our members that they can rely on SSS in times of calamities and other natural disasters. Our goal is to support the quick recovery of our members in quake-hit areas by providing them with an accessible loan program,” De Claro stated.

De Claro said that the program’s loan activation process has been significantly shortened enabling SSS to provide immediate financial assistance to affected members.  

He said that members can apply for the calamity loan using their My.SSS account. Once approved, loan proceeds will be credited directly to their enrolled disbursement account.

To qualify, members must meet the following major requirements:

  • Must be residing or working in an area declared under State of Calamity;

  • Must have at least 36 monthly contributions. At least six of these must be posted within the last 12 months before filing. Individually paying members must have paid at least six contributions under their current membership type;

  • Must have online account with SSS (My.SSS) to file an online application;

  • Must have no past due loan accounts and no outstanding restructured loans;

  • Must not have been granted any final benefit;

  • Must be of legal age and under 65 years of age at the time of the loan application; and

  • Must have not been disqualified due to fraud committed against the SSS.


For employed members, their employers must be updated on SSS contributions and loan remittances.


The National Disaster Risk Reduction and Management Council (NDRRMC) has declared a State of Calamity for all cities and municipalities in Cebu Province following a powerful earthquake that struck last 30 September 2025.


Calamity loan for typhoon-hit members

In addition to Cebu, De Claro emphasized that the SSS Calamity Loan Program extends vital financial relief to members affected by the recent tropical cyclones — Mirasol, Nando, and Opong — and the enhanced southwest monsoon that have disrupted lives and livelihoods across the country.


“The series of typhoons in the past several days has affected the daily lives and livelihood of our members in different parts of the country. Through our new Calamity Loan Program, SSS is now more responsive to the needs of affected SSS members as the loan window is announced and implemented within a few days from declaration of State of Calamity providing immediate financial support and helping them recover sooner from these weather disturbances,” De Claro said.


The NDRRMC declared a State of Calamity over 85 towns and cities in Ilocos Norte, Cagayan, Oriental Mindoro, Romblon, Masbate, Aklan, and Maguindanao del Sur as a result of these weather events, as follows:

Napapanahon ang iyong katanungan dahil kalulunsad lang ng Social Security System (SSS) ang Pension Loan Program (PLP) para sa mga surviving spouse pensioner.


Ang PLP ay isang loan program o pautang na unang binuksan noong Setyembre 2018 para sa mga retiradong pensyonado o retirement pensioners ngunit ngayon ay pinalawak upang masaklaw din ang mga surviving spouse pensioner sa ilalim ng SSS Circular No. 2025-007 na may petsang 23 Setyembre 2025.


Layunin ng nasabing programa ang makapagbigay ng tulong pinansyal sa pamamagitan ng isang pautang na may mas mababang interes. Batid naman natin na kailangan ng iyong ina at ng ating mga pensyonado ng karagdagang financial assistance para sa kanilang mga pangangailangang medikal, at iba pa. 


Dagdag pa rito, ang PLP ay nagsisilbing alternatibo sa mga private lending institutions na nagbibigay din ng pautang na may mataas na interest rates at ginagamit na kolateral ang ATM cards ng mga pensyonado.


Upang makahiram sa ilalim ng PLP, kinakailangan lamang na matugunan niya ang mga sumusunod na kondisyon:

  • mayroong social security number;

  • nakarehistro sa My.SSS Portal na may updated na contact information;

  • may naka-enroll na disbursement account sa Disbursement Account Enrollment Module (DAEM);

  • hindi bababa sa 18 taong gulang panahon ng pagpa-file ng loan application ngunit hindi lalagpas sa 85 taong gulang sa katapusan ng termino ng pautang;

  • walang ibinabawas sa kanyang buwanang pensyon;

  • walang utang sa ilalim ng SSS Calamity Assistance Package (CAP);

  • tumatanggap na ng regular na pensyon na hindi bababa sa isang (1) buwan;

  • nag-iisang binabayaran sa benepisyo ng pagkamatay; at

  • hindi na-disqualify dahil sa fraud o panlilinlang sa SSS.


Maaaring makahiram ng katumbas ng tatlo hanggang 12 beses ng kanyang tinatanggap na basic monthly pension (BMP) kasama ang P1,000 additional benefit na ibinigay noong 2017. Subalit, hindi ito hihigit sa P150,000 na siyang maximum loanable amount na ipinapahiram sa ilalim ng PLP.  Dagdag pa rito, ang net take-home pension o matitira sa inyong buwanang pensyon ay hindi dapat bababa sa 40%.


Ang pag-file ng pension loan application sa PLP ay maaaring isagawa online sa pamamagitan ng kanyang My.SSS account. Maaari ring mag-file over-the-counter sa mga sangay ng SSS. 


Samantala, ang pension loan na katumbas ng tatlong beses ng inyong tinatanggap na buwanang pensyon ay babayaran ninyo sa loob ng anim na buwan; kung katumbas naman ng anim na beses ng inyong buwanang pensyon, maaari ninyo itong bayaran sa loob ng 12 buwan. Kung ang nahiram na pension loan ay katumbas ng siyam o 12 beses ng buwanang pensyon, maaari naman itong bayaran ng hanggang 24 buwan o sa loob ng dalawang taon. 


Ang isang kagandahan ng programang ito ay ang pagkakaroon ng credit life insurance ng borrowers. Kung sakali mang pumanaw ang nangutang na pensyonado at dahil dito ay hindi na nito maituloy ang pagbabayad ng kanyang loan, sa ilalim ng credit life insurance, babayaran ng isang insurance company ang natitirang utang ng pensyonado sa SSS.

Patuloy na tumatanggap ng aplikasyon ang SSS para sa bagong loan penalty condonation program nito.  Inilunsad ang Consolidation of Past Due Short-Term Member Loans with Condonation of Penalty Program (Conso Loan) para tulungan ang mga miyembro na mayroong past-due loans sa SSS. Sa ilalim ng programa, hindi na sisingilin ang kaukulang penalties o multa ng kanilang past-due loans. Sa halip, ang tangi na lamang nilang babayaran ay ang orihinal o principal amount at interes nito.


Sakop ng Conso Loan ang salary loan, calamity loan, Salary Loan Early Renewal Program (SLERP), emergency loan at restructured loans gaya ng Loan Restructuring Program (LRP) noong mga nakaraang taon.


Samantala, maaari nilang bayaran ang prinsipal at interes sa pamamagitan ng one-time full payment, o kaya’y bayaran kahit 10% nito bilang down payment at ang natitirang balanse ay babayaran ng installment sa loob ng hanggang 60 buwan o limang taon, depende sa halaga ng kanilang pagkakautang.


Upang makapagrehistro sa My.SSS, maaari kang magtungo sa SSS website (www.sss.gov.ph) at magparehistro sa Member portal. Kailangang punan mo ang lahat ng kinakailangang impormasyon. Tandaan na ang irerehistrong e-mail address ay kailangang aktibo at nagagamit pa dahil dito ipadadala ng SSS ang link para i-activate at magamit mo ang iyong My.SSS account.

QUEZON CITY – In response to the 8 September 2025 directive issued by Department of Finance Secretary and Social Security Commission ex-officio Chair Ralph G. Recto to roll out faster services to pensioners and members, the Social Security System (SSS) has officially launched the MySSS Card – designed to transform the way Filipino workers, pensioners, and their beneficiaries access their social security benefits and financial services.


SSS President and Chief Executive Officer Robert Joseph Montes De Claro stated that the MySSS Card fulfills two purposes. It acts as an official ID, replacing the long-standing Unified Multi-Purpose Identification (UMID) card. It also operates as a fully functional debit card linked to a savings account.


De Claro noted that the card is equipped with an EMV chip. It is integrated with the Philippine Identification System (PhilSys) eVerify and biometric authentication. This provides a safe and convenient way for members to access SSS benefits and loans, as well as manage their daily financial transactions.


It merges social security benefits with digital banking, offering members a comprehensive way to access benefits, loans, and pensions quickly and conveniently. The card can also be used for shopping, public transport fares, and online purchases, De Claro explained.


The card will be issued exclusively through SSS partner banks. Issuance will start with Rizal Commercial Banking Corporation (RCBC) and will later include other banks such as Asia United Bank (AUB), China Bank, and Union Bank of the Philippines.

De Claro said the MySSS Card will automatically serve as the main disbursement account for SSS members. "Once members apply for the MySSS Card, we will link their partner bank savings accounts to SSS for benefits, loans, and other proceeds. They no longer need to enroll the MySSS Card in the Disbursement Account Enrollment Module (DAEM)."


He stated that starting today, 1 October 2025, SSS will accept applications for the MySSS Card. RCBC, through its digital arm DiskarTech, will be the card’s first implementer.

"The SSS and RCBC partnership marks a significant milestone in the digital

transformation of government services," he continued. "The MySSS Card’s rollout will expand as more partner banks join the program. This will provide more options for card issuance and banking features."


How to Apply for the MySSS Card


The MySSS Card is available to all SSS members, pensioners, individual claimants, beneficiaries, and representative payees who meet the following requirements:

  • Possess a permanent SS number;

  • Have an active account on the My.SSS Portal with updated personal details, including local address, mobile number, and email; and

  • Be registered with the Philippine Statistics Authority (PSA) under the National ID system, previously known as the Philippine Identification System (PhilSys).

Members with old SSS, UMID, or previous ID cards may apply for the MySSS Card to replace lost or existing cards.


De Claro said the MySSS Card application is simple and can be completed via My.SSS.

"Members choose their partner bank—initially RCBC—and consent to data sharing between SSS, the National ID system, and the bank."


After online verification and identity confirmation, members open a bank account either using their online app or by visiting a branch. For RCBC, members use the DiskarTech app to open the account.


The partner bank will produce and distribute the cards. Metro Manila residents will receive their cards within 15 working days, while those outside Metro Manila will receive theirs within 20 working days.


He concluded that launching the MySSS Card is part of a larger government push. This initiative is led by Finance Secretary and Social Security Commission ex-officio Chair Recto, who has championed reforms within the SSS to enhance its service delivery. #
