Pormal na naglabas ng direktiba si Pangulong Rodrigo Duterte hinggil sa pagbabawal sa kanyang mga Cabinet secretaries na dumalo sa isang Senate investigation tungkol sa umano’y maling paggamit ng pondo sa pandemya.


Ayon kay Pangulong Duterte nitong Lunes nang gabi, nakapag-isyu na siya ng isang memorandum na nagbabawal sa kanyang mga aides sa pagsali sa ginagawang pagsisiyasat aniya, “because we cannot allow blatant disrespect of resource persons at the ongoing hearings of the Senate Blue Ribbon Committee.”


Si Sen. Richard Gordon ang tinutukoy ni Pangulong Duterte na chairman ng committee aniya, “You are not God and you cannot play God. No. You cannot continue this hearing ‘til Kingdom come.” “You are not a senator forever and the time of reckoning will come. You and the Senate cannot compromise the government’s COVID-19 response by getting agency leaders tied up for so long at your beck and call,” pahayag ng Pangulo sa kanyang taped late night speech ng Lunes.


Ipinakita naman ng Senado sa ginaganap na hearing ngayong Martes, ang ilang bahagi mula sa memo na nilagdaan ni Executive Secretary Salvador Medialdea.


“On the premise that the principle of separation of powers requires mutual respect among the different branches of government… the President has DIRECTED all officials and employees of the Executive Department to no longer appear before or attend the above mentioned Senate Blue Ribbon Committee hearings, effective immediately,” batay sa nakasaad sa statement.


“Instead, they shall focus all their time and effort on the implementation of measures to address the current State of Calamity on account of COVID-19, and carrying out their other functions,” dagdag pa ng memo.


Si Department of Health (DOH) Secretary Francisco Duque III at iba pang mga opisyal ay wala Senate hearing ngayong Martes, habang naroon lamang ang customs, internal revenue, at civil service executives ang dumalo sa pagdinig.

Inihayag ng isang analyst na marami pang puwedeng mangyari matapos ang paghahain ni Sen. Bong Go ng candidacy sa pagka-bise presidente.


Bago pa ito, inaasahang si Pangulong Rodrigo Duterte ang maghahain ng kaniyang COC sa pagkabise presidente, base sa nominasyon ng PDP-Laban.


Nang tanungin kung posible pa ba ang substitution ngayong taon, gaya noong pagtakbo ni Duterte sa pagkapangulo noong 2016, tingin ni Aries Arugay, political science professor sa University of the Philippines, na pinupulsuhan ng administrasyon ang galaw ng oposisyon na hindi pa nagsasabi ng kanilang kandidato sa ngayon.


“Well, the funny thing is why not [run for] president? So there seems to be ongoing discussions on this. And the thing we have to wait is how forces will align. I do think that PDP-Laban endorsed him [Go] for (presidenty). I think there are things that we are not seeing, and there is a lot of discussion and negotiation and I think PDP and the admin are also trying to think about how opposition candidates are moving. Some opposition candidates have yet to express their willingness to run for presidency," ani Arugay.


“So, I think there's still going to be a lot of changes. So I'm not surprised if there will be a substitution, because we've seen this before and we might likely see this again."


Tingin pa raw ni Arugay, nais ng administrasyon na makakuha ng presidential candidate na kayang sabayan ang lakas ni Go pagdating sa bailiwick at voter base.


Hanggang Nobyembre tumatanggap ng substitution candidates ang Comelec.


Matatandaang naging substitute candidate si Duterte kay Martin Diño sa pagkapresidente noong 2016 elections.

Ipinahayag ni Pangulong Rodrigo Duterte ngayong Sabado, Oktubre 2 ang kanyang pagreretiro sa pulitika.


Ito ang inanunsyo ni Pangulong Duterte ilang minuto lamang matapos na ang kanyang longtime aide na si Senador Bong Go ay maghain ng certificate of candidacy (COC) para tumakbong bise-presidente sa 2022 elections.


Ayon kay Pangulong Duterte, ang tinatawag na “overwhelming sentiment” ng mga Pilipino ang nagtulak sa kanya para mag-withdraw sa pagtakbo sanang bise-presidente sa halalan sa susunod na taon.


“I would like to address myself to the entire nation. The universal sentiment of the Filipino as reflected on surveys, on many forums and caucuses, and meetings to discuss what I should do in my life, the overwhelming sentiment of the Filipinos is I’m not qualified, it would be a violation of the Constitution, to circumvent the law, the spirit of the Constitution,” ani P-Duterte.


“So, in obedience to the will of the people, who after all placed me to the presidency many years ago, I now say sa mga kababayan ko, sundin ko ang gusto ninyo and today I announce my retirement from politics,” dagdag pa niya.


Binati naman ng Pangulo si Go habang aniya, “best and good luck to his quest for the vice presidency.”
