Mariing sinabi ni Pangulong Rodrigo Duterte noong Lunes na hindi niya susundin ang korte sa pagha-handle ng COVID-19 pandemic.


Saad ng pangulo, “I’m a lawyer. I respect the judiciary and I can assure them that we will follow the orders but at this time of a national emergency, I would just like to inform the courts that I will not follow them.


“I will insist on what is necessary to protect the people.”


Pahayag pa ni P-Duterte, "The courts are put to notice that what we have there is a national emergency. That is why we came with a proclamation declaring this pandemic is of a national interest.


"So ‘yung mga korte, hindi naman sa inyo, huwag na lang ninyong ipalabas kasi magkakaroon ng impasse and I do not want to lock horns with the judiciary. I said, inirerespeto ko, but there are times that… may panahon na… there’s always a time that the courts can function normally and maybe grant injunctions. But this time, I said they are put to notice.


“I will not obey the courts in the matter now of management the pandemic.


“I do not want anybody from any government agency or department messing up with a situation which I said is being managed because it’s very dangerous to the country.”


Matatandaang kamakailan, nanawagan ang Cebu local government unit na magsagawa ng testing sa mga biyahero pagdating sa airport. Kapag nagnegatibo ang resulta ng test, maaaring sumailalim sa home quarantine ang mga ito.


Taliwas ito sa national government protocols na kailangang sumailalim sa facility-based quarantine ang mga biyahero “upon arrival” at magsasagawa lamang ng RT-PCR test sa ika-pitong araw nila sa quarantine.


Ayon naman kay Health Secretary Duque, natatakot ang ilang health protocols implementor sa Cebu dahil sa pag-iisip na makasuhan sila kapag hindi nila sinunod ang provincial ordinance.


Saad pa ni Duque, “They (implementing units in the province of Cebu) have really raised the matter before the IATF for the last several days that they are really fearful of the consequences that they might be held to court or filed cases against if they do not follow the provincial ordinance and the executive order that was issued by Cebu Gov. Gwen Garcia.”


Nilinaw naman ni P-Duterte na ang ordinansang ipinatutupad ng lokal na pamahalaan ay “Cannot be higher than a national policy which is the policies that we are briefing out.”


Saad pa ng pangulo, “I’m sorry but hindi lahat ng bagay, the courts can interfere.


"This is not a question of justice and inequity, this is a question of survival of the nation.


“I will not allow any court on that matter. I’m putting notice. Hindi ako susunod.”

Hindi sumang-ayon si Pangulong Rodrigo Duterte na ipatupad na ang face-to-face classes hanggang hindi pa nababakunahan ang lahat ng Pilipino laban sa COVID-19.


Sa weekly address ni P-Duterte, aniya, hindi pa ito ang panahon para ibalik ang face-fo-face classes.


Saad ni P-Duterte, "In the last meeting, Carlos Dominguez III, the Secretary of Finance, said clearly that we have the money already reserved for the vaccines and it's there, and we can buy as many vaccines as required, maski na sumobra, mas mabuti ngang sumobra kaysa magkulang.”


Aniya pa kay Education Secretary Leonor Briones, "Dito sa face-to-face, I think I am not inclined to agree with you. I'm sorry but, mahirap.


“I cannot gamble on the health of the children."


Sumang-ayon din naman si Briones sa desisyon ng pangulo at aniya, "This time again, always, we try to keep ourselves prepared, just in case, if things get better, if the numbers are flattened, and if there is more hope, then if you say open the schools, we will open the schools.”

Kinakailangan pa rin ang pagsusuot ng face shield sa ibabaw ng face mask sa gitna ng patuloy na laban sa pandemya ng COVID-19, ayon kay Cabinet Secretary Karlo Nograles ngayong Huwebes.


Ito ang naging tugon ni Nograles matapos ang pahayag ni Department of Health (DOH) Undersecretary Leopoldo Vega kahapon, hinggil sa hindi na kailangang isuot ang face shield sa ibabaw ng face mask kung nasa labas. “We will run this through the IATF meeting later,” ani Nograles sa interview sa CNN Philippines.


Ang Inter-Agency Task Force (IATF) ay nagsisilbing policy-making body ng gobyerno sa pagtugon sa COVID-19 pandemic.


“Face shields are still required,” diin ni Nograles.


Sinabi naman ni Senate President Vicente Sotto III na pumayag si Pangulong Rodrigo Duterte na ang face shields ay dapat na lamang gamitin sa mga ospital.


“Last night, the President agreed that face shields should only be used in hospitals. Allowed us to remove ours! Attn DOH!” ani Sotto sa Twitter ngayon ding Huwebes.


Gayunman, wala pang kumpirmasyon ang Malacañang tungkol sa pahayag ni Sotto.


Nauna rito, si Presidential Spokesperson Harry Roque, na nagsisilbing tagapagsalita para sa IATF ay nananatili sa kanyang pahayag na ang pagsusuot ng face shield sa ibabaw ng face mask ay nakapagdaragdag ng proteksiyon laban sa COVID-19.


Ang naging pahayag ni Vega ang nag-udyok din kay DOH Undersecretary Maria Rosario Vergeire para banggitin ang Joint Memorandum Circular 2021-0001, kung saan nakasaad sa memo na “face shields are required to be worn in enclosed public spaces, schools, workplaces, commercial establishments, public transport and terminals, and places of worship.”


Subalit sa pareho ring memo, nakasaad na ang face shields ay kailangang isuot sa “other public spaces wherein 1 meter physical distancing is not possible and there is gathering of more than 10 people at the same venue at the same time” tulad ng sitwasyon sa mga palengke.


Samantala, ipinahayag ni DOH Secretary Francisco Duque III na iaapela niya kay Pangulong Duterte ang naging desisyon umano nito na i-require na lamang ang paggamit ng face shields sa mga ospital.


Giit ni Duque, hindi pa napapanahon para balewalain ang paggamit ng face shields sa dahilang ang pagbabakuna ng gobyerno ng COVID-19 vaccine sa mga mamamayan ay nananatiling mababa.


“Any layer of protection is better than less protection,” ani Duque.


Kinumpirma naman nina Senators Joel Villanueva at Juan Miguel Zubiri ang naging pag-uusap nina Pangulong Duterte at Sotto nitong Miyerkules ng gabi, subalit ito anila ay isa lamang “off the cut” at hindi opisyal na talakayan.
