The Social Security System (SSS) conducted a Run After Contribution Evaders (RACE) operation last October 13, 2023, serving seven employers covered by the SSS Parañaque-Tambo Branch with notices of violation for non-remittance and non-production of records.

Based on legal assessment, the said employers incurred about P2.7 million in contribution delinquencies, affecting around 102 employee-members.

The employers were given 15 days to coordinate with the said SSS branch regarding the settlement of their delinquencies. They were also informed about available flexible payment options, including a contribution penalty condonation program.

Inilabas na ng Philippine Health Insurance Corp. (PhilHealth) ngayong Huwebes ang listahan ng mga employers na “delingkwente” o na nabigong i-remit at mag-post ng update ng mga kontribusyon ng kanilang mga manggagawa sa social health insurance fund.


In-upload na ng PhilHealth sa kanilang website, ang kumpletong listahan ng mga non-remitting and/or non-reporting employers hanggang Pebrero 2022.


“These employers or their employees are given 30 days upon web upload to visit the nearest PhilHealth Office in their localities to verify or validate their status and settle their outstanding obligations,” pahayag ng PhilHealth.



“Non-compliance shall be subject to Title X (Penal Offenses and Penalties), Rule II (Offenses of Employers) of the Revised IRR of the NHI Act of 2013,” dagdag nito.


Nakasaad sa Revised Implementing Rules and Regulations (IRR) ng National Health Insurance (NHI) Act of 2013, na may multang hindi bababa sa P5,000 ngunit hindi hihigit sa P10,000 multiplied ito sa kabuuang bilang ng mga empleyado ng kumpanya para sa non-remittance, under-remittance o selective remittance ng premiums o non-submission o posting ng remittance reports.


Ayon sa PhilHealth, alinsunod sa Section 6.f of the Revised IRR, ang state health insurer ay may mandato na mag-establish at mag-maintain ng updated membership at contribution database.


Gayundin, ani ahensiya, “Section 15 of the IRR provides that among the obligations of the employer are the registration of their employees, payment of contributions, and submission of remittance reports.”


“As such, employers who have not had any premium remittances and/or have not submitted their reports on premium payments are therefore considered non-compliant,” pahayag pa ng PhilHealth.

Inanunsiyo ng Department of Labor and Employment (DOLE) na mahigit sa 600,000 manggagawa ang nakabalik na sa kanilang mga trabaho nitong Lunes, bago pa isinailalim ang National Capital Region (NCR) at 38 iba pang lugar sa bansa sa Alert Level 1.


Sa isang interview kay DOLE Secretary Silvestre Bello III ngayong Miyerkules, sinabi nitong inasahan na rin nila na tataas pa ang bilang ng mga manggagawang balik-trabaho kapag ibinaba na ito sa naturang alert level system.


“As of Monday, may nakabalik nang, hindi naman exact ito, more than 600,000 ang nakabalik na. We expect na marami pang babalik kasi full operation na,” ani Bello.


Sa ilalim ng Alert Level 1, ang lahat ng establisimyento, mga indibidwal, o aktibidad, ay pinapayagan na mag-operate, magtrabaho, o ipatupad ang full on-site o venue/seating capacity subalit dapat na isinasagawa pa rin ang minimum public health standards.


Ipinaliwanag naman ni Bello na ang mga empleyado na nasa work-from-home arrangements na babalik na sa kanilang mga trabaho o onsite work, subalit unvaccinated pa laban sa COVID-19, ay mananatiling required na magprisinta ng negative RT-PCR test result kada dalawang linggo.


“’Yun ang desisyon namin sa IATF. Kung hindi ka bakunado, puwede ka pumasok kaya nga lang for the protection naman ng mga coworkers mo and especially of the workplace, magpa-swab ka para natitiyak na pagpasok mo negative ka,” giit ng opisyal.


“Otherwise, biro mo, kung may isang nakapasok, eh ‘di ubos ang buong workforce mo,” dagdag pa ni Bello. Samantala, inamin ni Bello na ang P537 minimum wage para sa NCR employees ay masyadong maliit.


Gayunman, ayon sa kalihim, ang adjustment ng minimum wage ay nakadepende sa assessment ng regional wage board, habang kinukonsidera rin nila ang kapasidad ng mga employers para mag-increase ng mga sahod ng kanilang mga empleyado.


“Personally, talagang medyo maliit na ‘yung P537 dito sa Metro Manila. Pero ang isang pinakamahalagang i-consider natin ay kaya ba ng mga employers,” sabi pa ni Bello.
