Manila, Philippines — The latest 2025 Pre-Election Senatorial Preferential Survey conducted by Tangere concluded with Senator Bong Go holding the top spot exclusively with a 59.3% voter preference. Senator Bong Go is in the Top 3 of all 17 regions in the country in terms of voter preference. Following distantly at second place will be ACT-CIS representative, Erwin Tulfo with 55.1% voter preference, driven by voters from Northern and Central Luzon.


Statistically tied at third place will be Sen. Bato Dela Rosa, Media Executive Ben ‘Bitag’ Tulfo, and Sen. Bong Revilla. Ben 'Bitag' Tulfo was more popular with millennial and gen-z voters compared to his brother was favored by older respondents. Sen. Bato Dela Rosa made a significant leap in the survey with an increase of more than 10% in his voter preference, driven by strong support from Visayas and Mindanao.



Top 12 Candidates

The following are the candidates that constitutes the rest of the Top 12 slots: 

  • Former Senator Tito Sotto, statistically tied at 5-6, with a 45.00% voter preference;

  • Four (4) candidates are statistically tied between 7th to -10th place:

    • Senator Pia Cayetano with a 41.5% voter preference;

    • Former DILG Secretary Ben Abalos with a 40.6% voter preference after posting a notable increase from Southern Luzon and Bicol Region;

    • Senator Lito Lapid with a 40.3% voter preference;

    • Former Senator Panfilo Lacson with a 39.2% voter preference.

  • Rounding up the top 12 will be former Senator Manny Pacquiao with a 36.3% voter preference and Senator Francis Tolentino with a 35.0% voter preference after posting a notable increase in Central Luzon and Metro Manila.


Effect of VP Sara Endorsement

Both candidates recently supported by Vice President Sara Duterte experienced notable gains in Mindanao. Cong. Camille Villar posted a 2% increase in her voter preference (statistically tied at 11th -13th with 34.5%) and Sen. Imee Marcos posted a 3.75% increase in her voter preference (statistically tied at 12th -18th with 33.5%). Interestingly, Sen. Marcos experienced a notable decline in Northern Luzon after the endorsement of the Vice President.

The non-commissioned survey, conducted April 22-25, 2025, was administered via a mobile-based respondent application with a sample size of 2,400 participants (+/- 1.96% Margin of Error at a 95% Confidence Level) using a Stratified Random Sampling method (Quota Based Sampling). The proportion was spread throughout the Philippines with 12 percent from NCR, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.

Sinampahan ng paglabag sa Cybercrime Prevention Act ng Commission on Elections (Comelec) sa pamamagitan ng kanilang Task Force Katotohanan, Katapatan at Katarungan (KKK) sa Halalan, ang isang vice mayoralty candidate sa Isabela.


Sa reklamong inihain ng Comelec sa Manila Prosecutors Office, nakasaad na noong Enero 24, bandang alas-7 ng gabi, nag-post umano si Atty. Jeryll Harold Respicio sa kanyang social media page ng video na may titulong paano i-hack ang automated counting machine.


Kinabukasan, Enero 25, nag-post ulit umano siya ng video ng actual hacking ng umano'y source code ng ACM at kung paano ito madaling manipulahin.


Ayon kay Comelec Chairman George Garcia, gumawa umano ng kunwaring source code si Respicio para palabasin na kayang maniobrahin ang halalan. Ayon kay Garcia, bukod sa criminal complaint, sasampahan din nila ito ng disbarment complaint, at ipapatanggal ang lisensya bilang accountant sa Professional Regulation Commission (PRC).


Sa isang pahayag, sinabi naman ni Respicio na kaya siya kinasuhan ng Comelec ay dahil sa ibinunyag umano niyang kahinaan ng makina.


Sa isang panayam, sinabi naman ni Respicio, "Kinasuhan ako ng Comelec dahil sa Facebook video kung saan inilahad ko ang malubhang kahinaan ng voting machines".


"Kapag nakakonekta sa internet ang machine bago i-print ang election returns, maaaring madaya ang eleksyon. Bukod sa abogado, isa akong IT expert," dagdag pa nito. 


“Mukhang ang kanyang understanding, magta-transmit agad ang bawat makina tapos after ng transmission, saka magpi-print ng election returns. Baliktad po. Election returns muna bago ang transmission,” paliwanag naman ni Garcia.


“Ibig sabihin, bago mag-transmit alam na ng lahat ang boto sa bawat presinto. Paano mo siya maha-hack? Paano mo mababago? Paano mo mapapakialamanan ang results kung ganitong alam na ng lahat… kung ano ang results?” dagdag pa ng Comelec chairman.

Nasa 60% na ng mga balotang gagamitin para sa May 12 National and Local Elections ang naimprenta na. 


Ayon kay Comelec Chairman George Garcia, nasa 44 milyong balota na ang naimprenta sa National Printing Office. 


Bumilis na rin naman aniya ang beripikasyon ng mga balota dahil may extension na sila sa Amoranto Stadium. 


Target ng Comelec na matapos lahat ng ito hanggang sa Abril 14 para masimulan naman ang deployment ng balota. 


Nasa 1.5 milyon hanggang 1.7M balota kada araw ang naiimprenta na ngayon gamit ang mga makina ng NPO at ng Miru.
