Dinismis na ng Commission on Elections (Comelec) ngayong Martes ang tatlong apela na layong baligtarin ang pagbasura sa disqualification cases na inihain laban kay Ferdinand “Bongbong” Marcos, Jr. mula sa 2022 presidential race.


Inilabas ng Comelec En Banc ang kanilang desisyon, isang araw matapos ang May 9 elections, kung saan ang latest partial at unofficial results nito ay nagpapakitang si Marcos ang nangunguna laban sa kanyang mga contenders para sa pagka-pangulo.


Ang tatlong motions na sakop ng desisyon ay ang inihain ni Bonifacio Ilagan, human rights advocates at martial law victims; mga miyembro ng Akbayan Citizens Action Party; at National Commission on Muslim Filipinos Commissioner Abubakar Mangelen.


Ayon sa mga petitioners, hindi dapat payagan si Marcos na tumakbo sa pagka-pangulo dahil sa kanyang conviction sa paglabag sa Internal Revenue Code kung saan anila, may kaukulang parusa ng perpetual disqualification mula sa paghawak ng anumang public office.


Ayon naman sa Comelec, nabigo ang mga petitioners na maghain ng bagong usapin o anila, “raise new matters” na maggagarantiya ng pagbaligtad sa pagbasura ng disqualification cases.


“We find no cogent reason to disturb the findings of the Commission former first division,” bahagi ng nakasaad sa resolution ng Comelec En Banc.


“Petitioners were unable to raise issues and provide grounds to convince us that, 1) the evidence is insufficient to justify the Assailed Resolution, or 20 the Assailed Resolution is contrary to the law,” dagdag nito.


Batay pa sa resolution, “that stripped of non-essentials, the instant motions for reconsideration merely contain rehash of petitioners’ assertions and arguments before the former first division”.


Paliwanag din ng Comelec, “it was settled by the commission that the accessory penalty of perpetual disqualification imposed under P.D. No. 1994 cannot be applied to respondent’s tax violations committed before the effectiveness of the said law on January 1, 1986".


“Therefore, there is no basis for herein petitioners to insist that respondent is perpetually disqualified from running for public office,” pahayag ng Comelec.


“Wherefore, in view of the foregoing, the Commission en banc denies the following motions for reconsideration… Accordingly, the Commission en banc affirms the resolution of the commission former first division promulgated February 10, 2022.”


Una nang sinabi ni Comelec Commissioner George Garcia na ang mga petitioners ay maaari pa ring umapela sa Supreme Court (SC) sakaling hindi pumabor sa kanila ang desisyon.

Sinuspende ng Commission on Elections (Comelec) en banc ang National Board of Canvassers (NBOC) session ngayong Lunes dahil kasalukuyan pa umanong nagaganap ang botohan.


Nauna nang inihanda ng Comelec National Board of Canvassers (NBOC) nitong Lunes ang pag-canvass ng mga boto para sa senatorial at party-list races.


Matapos ang pagsasaayos ng mga boto, sisimulan na ng NBOC ang consolidation at canvassing system bilang paghahanda sa transmission ng mga resulta, na kalaunan ay sinuspende ang dapat sana ay sesyon ngayong gabi dahil wala pa umanong mga botong maika-canvass.


Ayon kay Comelec Chairman Saidamen Pangarungan, "At this point, we are still awaiting electronic transmission of the results. Therefore, this canvass is hereby suspended, to resume tomorrow at 1:00 p.m. The parties and counsels are notified of the resumption and open session.”


Paglilinaw naman ni Comelec Commissioner George Garcia, "Ang suspended, ang national canvassing for [senators and party-lists]. Wala pa dadating niyan mamaya. Zero pa. Bukas pa. Pero tuloy-tuloy ang canvassing ng municipal, city, and provincial after counting.”


Bagaman suspendido ang NBOC session, magpapatuloy pa rin sa pag-transmit ng resulta ng eleksiyon ang mga vote-counting machines (VCMs) sa buong bansa pagkaraang matapos ang botohan kaninang alas-7:00 ng gabi.


Samantala, karaniwang nagsisimula ang transmission ng elections results pagkaraang magsara ng mga polling centers sa araw ng halalan.

Handang-handa at full alert na ang buong puwersa ng seguridad ng Pilipinas at Commission on Elections (Comelec) para sa Halalan 2022 bukas, Mayo 9, 2022.


Ngayong Linggo, maraming dumalo na mga Comelec commissioners at mga opisyal ng security forces ng bansa sa ginawang walkthrough inspection ng Philippine International Convention Center (PICC), kung saan ang National Board of Canvassers (NBOC) ay nakatakdang mag-convene sa Lunes.


Kabilang sina Comelec Chairman Saidamen Pangarungan, Commissioner George Garcia, Spokesperson Director John Rex Laudiangco, Philippine National Police (PNP) officer-in-charge Vicente Danao Jr., Armed Forces of the Philippines (AFP) Chief Andres Centino, at Philippine Coast Guard (PCG) Commandant Artemio Abu na nakiisa sa naturang inspeksyon.


Sa ginanap na press briefing, tiniyak ni Danao na mayroong 225,000 PNP personnel ang nakakalat at handang magsilbi para siguruhin at i-secure na tama at patas ang magaganap na eleksyon.


Gayundin, inanunsiyo ni Danao ang pagpapatupad ng nationwide total liquor ban, na epektibo ito noon pang Sabado nang gabi, Mayo 7 hanggang Lunes, Mayo 9.


Nagbabala naman ang PNP OIC sa mga susubok na magsagawa pa ng campaign activities ngayon dahil aniya, kanila itong huhulihin.


Binanggit naman ni Centino na ang AFP personnel ay full alert na rin, kabilang ang kanilang naval at air assets na handa na para sa May 9 elections.


“I have reminded our troops deployed all over the country to always remain non-partisan and neutral. And we assure the public that all our troops are on full alert as we have declared this full alert status yesterday. We will be ready with all our resources. Air and naval assets have been made available, and we are at this point- implementing the plans we prepared way before the election campaign,” ani Centino.


Sinabi naman ni Abu na ang Coast Guard ay handa na rin para tiyakin ang pagkakaroon ng ligtas na eleksyon.


“The guiding principle of the Comelec will be to protect the sanctity of the vote by all means and in whatever circumstances. Together with our partner agencies, the PNP, AFP, PCG, DepED, and other government agencies, we are going to pursue this to the end,” pahayag ni Pangarungan.
