Dear SSS,


Magandang araw! Ako ay isang contract of service worker sa isang government agency dito sa Manila. Dahil sa status ng aking employment, hindi ako qualified na maging GSIS member. Kaya nais kong malaman kung maaari ko bang ipagpatuloy ang paghuhulog sa SSS? —Johnny

Mabuting araw sa iyo, Johnny!


Malugod naming ipinaaalam sa iyo na maaari mong ipagpatuloy ang pagiging miyembro ng SSS bilang self-employed. Ang kinakailangan lang ay magkaroon ng Memorandum of Agreement (MOA) ang iyong pinaglilingkurang government agency at ang SSS sa ilalim ng KaSSSangga Collect Program o ang dating tinatawag na KaltaSSS-Collect Program.


Sa ilalim ng MOA na ito, ang mga job order at contract of service worker na naglilingkod sa national government agencies, local government units (LGUs) at iba pang government institutions ay mabibigyan ng social security coverage mula sa SSS. Ang mga nabanggit na manggagawa ay isasaklaw bilang self-employed members ng SSS.


Samantala, ang kanilang pinaglilingkurang tanggapan ng pamahalaan at LGU ay magsisilbing Coverage at Collection Partner ng SSS. Bibigyan sila ng SSS ng authority na mangolekta at mag-remit ng buwanang kontribusyon ng kanilang mga job order at contract of service workers sa pamamagitan ng isang salary-deduction scheme.


Layunin ng KaSSSangga Collect Program na masiguro ang kinabukasan ng lahat ng job order at contract of service worker na naglilingkod sa mga ahensya ng pamahalaan sa buong bansa.


Bagama't ang mga empleyadong ito ay nagtatrabaho sa mga tanggapan ng gobyerno, sila ay itinuturing na mga pribadong self-employed na miyembro at hindi nasasakop ng Government Service Insurance System (GSIS, kaya wala silang social security coverage.


Bilang self-employed member ng SSS, sila ay maaaring makatanggap ng social security benefits gaya ng sickness, maternity, disability, retirement, funeral at death benefits.


Makakakuha rin sila ng karagdagang coverage mula sa Employees' Compensation Program (ECP) para sa mga contingency na may kaugnayan sa kanilang pagtatrabaho.


Bukod dito, maaari rin silang mag-apply sa iba’t ibang member loans na ipinagkakaloob ng SSS tulad ng salary at calamity loans.


Sa kasalukuyan, ang SSS’ contribution rate ay 14% ng monthly salary credit na hindi hihigit sa P30,000. Maaari mo namang ibatay, Johnny, ang halaga ng iyong magiging buwanang kontribusyon sa monthly salary credit o ang salary level kung saan nakabase ang iyong buwanang kita na idineklara mo sa registration form o SS Form E-1 (Personal Record). Ang Schedule of Contributions ay makikita sa SSS website, www.sss.gov.ph o sa Facebook page nito sa Philippine Social Security System. Kaugnay nito, ang buwanang kontribusyon ng self-employed ay maaaring tumaas o bumaba batay sa iyong aktuwal na kinikita.


Halimbawa, Johnny, ang idineklara mong buwanang kita sa registration form ay P10,200.


Batay sa Schedule of Contributions, ito ay katumbas sa P10,000 monthly salary credit at may kaukulang SSS contribution na P1,400 kada buwan at P10 naman kada buwan ang para sa iyong Employee’s Compensation (EC) contributions na may kabuuang halaga ng kontribusyon na P1,410 kada buwan.

Patuloy na tumatanggap ng aplikasyon ang SSS para sa bagong loan penalty condonation program. Inilunsad ng SSS ang Consolidation of Past Due Short-Term Member Loans with Condonation of Penalty Program (ConsoLoan) para tulungan ng mga miyembro na mayroong past-due loans sa SSS. Sa ilalim ng programa, hindi na sisingilin ang kaukulang penalties o multa ng kanilang past-due loans. Sa halip, ang tangi nilang babayaran ay ang orihinal o principal amount at interes.


Sakop ng ConsoLoan ang salary loan, calamity loan, Salary Loan Early Renewal Program (SLERP), emergency loan at restructured loans gaya ng Loan Restructuring Program (LRP).


Samantala, maaari nilang bayaran ang prinsipal at interes sa pamamagitan ng one-time full payment, o kaya’y bayaran kahit 10% nito bilang down payment at ang natitirang balanse ay babayaran ng installment sa loob ng hanggang 60 buwan o limang (5) taon, depende sa halaga ng kanilang pagkakautang.

The Social Security System (SSS) announced on Friday that it plans to hire additional Persons with Disability (PWDs) in its branches and offices.

SSS President and CEO Rolando Ledesma Macasaet said that even as the SSS is compliant with the Magna Carta for PWDs, it continues to look for other ways to encourage the active participation of PWDs in the society.

“As one of the country’s primary providers of meaningful social security protection to Filipino workers, we can attest to the importance of having gainful work during your younger years not only to make ends meet but also to secure your future,” Macasaet said. “Having this in mind, we want to do our part in helping PWDs obtain this right by providing them with more employment opportunities in our offices.”

The SSS will coordinate with the Department of Social Welfare and Development’s (DSWD’s) National Council on Disability Affairs (NCDA) and other agencies and organizations that share the same goals, to disseminate vacancy announcements, to facilitate the hiring of PWDs, and to ensure the provision of special facilities.

The SSS is a state-run social insurance institution that extends social security protection to Filipino workers in the private and informal sectors. Under the Social Security Act of 2018, it provides seven benefit programs namely Sickness, Maternity, Unemployment, Retirement, Disability, Death, and Funeral, as well as loan privileges.

As of December 2022, the SSS has 279 local and 28 foreign offices staffed by 6,525 regular employees.

Social Security System (SSS) President and CEO Rolando Ledesma Macasaet disclosed on Tuesday that the SSS plans to install solar panels in its offices to save on electricity expenses and promote the use of renewable energy.


Macasaet said the SSS aims to have the pilot implementation of the project in its Main Office in Quezon City where 445 solar panels with combined capacity of 200 kilowatt-peak (kWp) shall be installed.


“Upon the completion of this project, we estimate to generate an average of around 18,872 kilowatt-hours per month, equating to a monthly savings of P200,798.08; and to reduce our carbon footprint by 9.57 tons, equivalent to planting 57.4 trees,” he added.


The SSS is also contemplating to install solar panels in SSS-owned branches nationwide, especially in areas that experience frequent power outages and charge higher cost of electric power.


The plan is in response to Executive Order No. 14 issued by President Ferdinand “Bongbong” R. Marcos Jr. on January 27, 2023, which approves and adopts the Philippine Development Plan (PDP) for 2023-2028. Among the plans provided under the PDP, which incorporates the 8-point Socioeconomic Agenda of President Marcos, is the lowering of energy costs and promoting renewable energy sources.


“As we continue to pursue the provision of meaningful social security protection to the current and future generations of SSS members and their families and the improvement of our services, we will also adopt and implement measures to strengthen the SSS fund through prudent spending and operational efficiency, while advocating for the protection of the environment,” Macasaet said.


The SSS is committed to managing and minimizing the environmental impact of its operations. It has initiated several eco-friendly and cost-effective efforts in the past such as digitalizing its processes through its online portals, My.SSS and SSS Mobile App, which not only provide members with simpler, faster, and more convenient modes of fulfilling their transactions but also reduce carbon footprint through paperless processing and strict compliance to green procurement.

From 2007 to 2009, the Department of Energy, under its National Energy Efficiency Program and Conservation Program in Government Buildings, recognized the SSS as one of the highest energy efficient government offices with a rating of 94%. ###
