Dear SSS,


Magandang araw!


Ako ay isang gasoline boy at nanilbihan sa aking employer nang halos pitong taon.


Regular akong kinakaltasan ng SSS contributions, ngunit nang magtsek ako sa SSS, walang remittance ang aking dating employer. Ano ang aksyon na ginagawa ng SSS laban sa ganitong uri ng mga employer? Salamat. —Randy

Napapanahon ang iyong katanungan sapagkat bukas, Mayo 1, gugunitain natin ang Labor Day o Araw ng Paggawa. Ito ay bilang pagpupugay sa kontribusyon ng mga mangagawang Pilipino para sa nation-building.


Bilang pakikibahagi ng SSS sa Araw ng Paggawa, muli nitong pinagtitibay ang aming mandato na isulong ang kapakanan ng mga manggagawa sa pribadong sektor sa pamamagitan ng pagbibigay ng kaukulang social security protection.


At isa sa paraan upang masiguro ang social security benefits ng mga manggagawa ay ang RACE campaigns nito. Inilunsad ito noong 2017 upang matiyak ang compliance ng mga employers sa kanilang mga obligasyon sa ilalim ng Republic Act 11199 o Social Security Act of 2018.


Nakasalalay sa bilang ng buwanang kontribusyon ang benepisyong maaaring i-avail ng isang miyembro. Kaya, kung hindi nagre-remit ang employer nito ng monthly SSS contributions, ang miyembro ay hindi makakakuha o makakatanggap ng mga benepisyo at pribilehiyo gaya ng mga pautang mula sa SSS.


Noong Biyernes, Abril 28, nagsagawa ang SSS ng sabayang RACE operations sa 108 lugar sa buong bansa upang paalalahanan ang mga employers na hindi tumatalima sa kanilang primary responsibility ng pagbabawas at pagre-remit ng kanilang mga kontribusyon ng kanilang mga empleyado at kasambahay sa SSS.


Sa ilalim ng RACE, binibisita ng SSS ang mga employers tulad ng mga sumusunod:

  • Hindi nakapagre-remit ng mga SSS contributions ng kanilang mga empleyado;

  • Hindi nakapag-rehistro o nag-rehistro sa SSS ng kanilang mga negosyo o empleyado; at

  • Hindi ini-report ang kanilang mga empleyado para sa coverage sa SSS, at iba pang mga kahalintulad na sitwasyon.


Pangunahing layunin ng SSS ang patuloy na mabigyan ng social security protection ang mga empleyadong nasa pribadong sektor bilang bahagi ng kanyang mandato na makapagbigay ng mga benepisyo sa oras ng kanilang pangangailangan bunsod ng pagkakasakit (sickness), panganganak (maternity), pagkabalda (disability), pagkawala ng trabaho (unemployment), pagreretiro (retirement), pagpapalibing (funeral), at pagkamatay (death).


May mga identified employer na tayo sa araw ng RACE operations kung saan ibinibigay natin sa mga may-ari ng negosyo o employers at ang kanilang mga authorized representatives ang written notice kung saan isinasaad na kailangan nilang makipag-ugnayan sa SSS sa loob ng 15 days tungkol sa pagse-settle ng kanilang legal obligations sa SSS.


Naiintindihan namin na may ilang employer ang nahirapan dahil sa pandemya, kaya binuksan ng SSS ang dalawang contribution penalty condonation program upang makatutulong sa kanila sa pagbabayad ng kanilng delinquency sa SSS. Ang Contribution Penalty Condonation, Delinquency Management and Restructuring Program ay para sa mga business employers tulad ng single proprietorships, corporations, partnerships, cooperatives, at associations). Samantala, ang Contribution Penalty Condonation and Restructuring Program ay para naman sa household employers.


Sa ilalim ng nasabing contribution penalty condonation programs, maaaring bayaran ng mga delingkwenteng employer ang hindi nila na-remit na kontribusyon ng kanilang mga empleyado at kasambahay ngunit hindi na sila sisingilin sa anumang naipong multa o penalty bunga ng late remittance. At binibigyan din sila ng SSS na option na bayaran ito nang buo o installment.

Patuloy na tumatanggap ng aplikasyon ang SSS para sa bagong loan penalty condonation program nito. Inilunsad ang Consolidation of Past Due Short-Term Member Loans with Condonation of Penalty Program (ConsoLoan) para tulungan mga miyembro na mayroong past-due loans sa SSS. Sa ilalim ng programa, hindi na sisingilin ang kaukulang penalties o multa ng kanilang past-due loans. Sa halip, ang tangi nilang babayaran ay ang orihinal o principal amount at interes.


Sakop ng ConsoLoan ang salary loan, calamity loan, Salary Loan Early Renewal Program (SLERP), emergency loan at restructured loans gaya ng Loan Restructuring Program (LRP).


Samantala, maaari nilang bayaran ang prinsipal at interes sa pamamagitan ng one-time full payment, o kaya’y bayaran kahit 10% nito bilang down payment at ang natitirang balanse ay babayaran nang installment sa loob ng hanggang 60 buwan o limang (5) taon, depende sa halaga ng kanilang pagkakautang.

The Social Security System (SSS) Unified Multi-Purpose Identification (UMID) ATM Pay Card upgrade raffle promo in partnership with the UnionBank of the Philippines (UBP) will end on Sunday, 30 April 2023.

The SSS encourages qualified members to join the raffle promo, where they could win a brand-new Mitsubishi Xpander or iPhone 14. This promo is open to all members who are waiting for the issuance of their UMID cards and have received invitations for a free UMID ATM Pay Card upgrade from the SSS. The UBP will draw the winners on May 11, 2023.

To earn a raffle entry, qualified members must first upgrade their existing applications to an SSS-UBP UMID ATM Pay Card then deposit at least P1,000 to their UMID ATM Pay Card account within the promo period. Members who successfully joined the promo will also automatically get a P200 Jollibee eGift certificate.

After the promo, qualified members can still upgrade to a UMID ATM Pay Card for free, subject to the guidelines set by the SSS and UBP.

The SSS has sent detailed guidelines of the UMID ATM Pay Card upgrade and promo mechanics to the registered email addresses of qualified members. They can also read about this upgrade in their My.SSS accounts.

Members who are availing of the free UMID Pay Card upgrade must give their consent through the Services Tab of their My.SSS account via web browser at

www.sss.gov.ph and open an SSS UMID ATM Pay Card account (Government Card with Savings Account) through any of the following:


  • UBP Website at https://online.unionbankph.com/online-banking/signup/open-account; or

  • UnionBank mobile app which is available in the Apple AppStore, Google PlayStore, or Huawei App Gallery.


As soon as the UMID ATM Pay Card account with UBP is created, members can already use it for various online transactions while the physical UMID ATM Pay Cards will be delivered to them within 15 days for Metro Manila or 20 days for provinces.

Meanwhile, SSS advised existing UMID cardholders and those who will be applying for their UMID cards for the first time to wait for further announcements on when they can avail themselves of the new SSS UMID ATM Pay Card.

The SSS-UBP UMID ATM Pay Card serves as a valid government-issued ID and disbursement account for SSS benefits, loans, and refunds. Through this, members will also be able to check their balance, withdraw cash, transfer funds, pay bills, or deposit through the UBP’s branches, self-service machines, and BancNet ATMs nationwide; and be able to access its online and mobile banking platforms.

The Social Security System (SSS) today conducts simultaneous Run After Contribution Evaders (RACE) operations in 108 selected areas around the country to call on non-compliant employers to settle their contribution delinquencies.

SSS President and Chief Executive Officer Rolando Ledesma Macasaet said that the synchronous RACE activities across the country affirm SSS’ commitment in ensuring the social security protection of its 31.96 million employee-members.

“We will be issuing notices to business employers around the country who neglect their legal obligations of paying their employer and employees’ share in the contributions because it deprives them of the social security benefits they truly deserve,” Macasaet said.

After receiving the Show Cause Orders, he said SSS gives delinquent employers 15 days to coordinate with their respective servicing SSS Branch Office and settle their contribution delinquencies.

Macasaet reminded all employers that Republic Act No. 11199 or the Social Security (SS) Act of 2018 requires them to report for coverage to the SSS all their employees and/or kasambahays within 30 days from their actual employment date and remit the corresponding monthly contributions of their workers.

On the other hand, household employers shall shoulder the SS contributions of kasambahays who are earning P5,000 or less.

Under the SS Act, employers who fail to register their employees or have not deducted and remitted their contributions will be penalized with a fine of P5,000 to P20,000 and face imprisonment ranging from six (6) years and one (1) day to 12 years.

“We appeal to all employers to be considerate to their employees by reporting them to SSS and regularly remitting their monthly contributions so they can be protected by receiving social security benefits in times of various contingencies,” Macasaet said.

He urged them to settle their delinquencies by availing of the contribution penalty condonation programs offered by SSS that will allow them to pay the unremitted contributions less the accrued penalties.

Delinquent business employers can apply for the Contribution Penalty Condonation, Delinquency Management and Restructuring Program (CPCoDe MRP) while Household Employers can avail of the Contribution Penalty Condonation and Restructuring Program (CPCR-P).

SSS conducted its first RACE operations in 2017 when it visited delinquent employers in Greenhills, San Juan, and Cubao, Quezon City. The following year, SSS brought the RACE campaign to the regional level.
