The Social Security System (SSS) recently conducted simultaneous Run After Contribution Evaders (RACE) operations in 114 selected areas around the country to call on non-compliant employers to settle their various contribution delinquencies. This is part of the Labor Day activities which SSS facilitated to promote the welfare of more than 13,000 Filipino workers after issuing written notices to their employers for failure to remit their SSS contributions.


SSS President and Chief Executive Officer Rolando Ledesma Macasaet said that 923 business employers across the country, including those unregistered, received show cause orders for incurring over P396.9 million worth of unpaid contributions and penalties, affecting the SSS benefits of 13,524 employees.


“We recognize the valuable contributions of Filipino workers to nation-building. They serve as the backbone of our economy and play a vital role as we move toward progress. Unfortunately, some employers overlooked workers' key role in the economy and neglect remitting their social security contributions,” Macasaet explained.


Of the 923 delinquent employers, 318 operate in Luzon with a total delinquency of P109.8 million affecting 3,344 employees. Mindanao came in second with 316 employers with a total delinquency of P69.2 million, affecting 3,669 employees. The National Capital Region (NCR) ranked third with 231 employers amounting to a total delinquency of P183.9 million involving 4,844 employees, and Visayas with 58 employers with a total delinquency of P34.0 million affecting 1,667 employees.


Majority of the employers visited by SSS are engaged in the following: 96 in restaurant industry, 45 in retail selling, 31 in construction and supplies, 31 in management consultancy activities, 19 in hotel and resort industry, 18 in school institutions, 17 in hardware industry, 15 in food house industry, 12 in education services, and 12 in printing services.

The SSS Chief said that 59% of the employers failed to remit monthly contributions, 21.5% have gaps in paying the monthly contributions, and 10.5% are about non-registration. The remaining 13.7% are those employers served with written notice for non-production of records, non-reporting of employees, underpayment of contributions, and under-reporting of their employees.


“If employers neglect their duties to remit the monthly contributions of their workers, they are depriving their employees of the rightful SSS benefits they deserve. “A member’s monthly contributions serve as the basis to qualify for SSS benefits. And if their contribution records are not updated, they will not be entitled to claim SSS benefits or apply for loan programs,” Macasaet elaborated.

In the press briefing in Binondo, SSS Vice President for Operations Legal Services Division I Renato Jacinto Cuisia appealed to employers to religiously remit the monthly contributions of their employees.


Under Republic Act No. 11199 or the Social Security Act of 2018, employers have the legal obligation to report their employees to SSS and remit the corresponding monthly contributions of their workers.


Cuisia explained that employers who received the written notices are given 15 days to coordinate with their respective servicing SSS Branch Office and settle their contribution delinquencies. “If they fail to act on it, we will take legal action against erring employers by filing a criminal case against them for violating RA 11199,” he added.


Under the SS Act, employers who fail to register their employees or have not deducted and remitted their contributions will be penalized with a fine of P5,000 to P20,000 and face imprisonment ranging from six (6) years and one (1) day to 12 years.


Filing cases against delinquent employers follow the SSS mandate of ensuring employers compliance with RA 11199.


Meanwhile, Stanley Sy of the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) and Romy Chua of the Philippine Chamber of Commerce and Industry (PCCI)-Manila expressed their support for the RACE campaign and in reminding their fellow employers of their legal obligation to their employees.


Also, several members of PCCI-Manila joined SSS officials and employees as they visited 10 delinquent employers in Binondo, Manila.

Mabuting araw sa iyo, Lolo Jose!

Totoong may pautang na ibinibigay ang SSS para sa mga retiradong pensyonado o retirement pensioners nito, at ito ang Pension Loan Program (PLP) na binuksan simula pa noong Setyembre 2018. Layunin ng programa ang makapagbigay ng tulong-pinansyal sa pamamagitan ng isang pautang na may mas mababang interes.


Batid naman natin sa panahong ito na nasa gitna tayo ng pandemya ay kailangan n’yo ng karagdagang financial assistance para sa inyong mga pangangailangang medikal, atbp.


Ang PLP ay nagsisilbing alternatibo sa mga private lending institutions kung saan mas mababa ang interes at hindi nila kailangang gamiting kolateral ang kanilang ATM cards.


Upang makahiram sa ilalim ng PLP kinakailangan na matugunan ninyo ang sumusunod na kondisyon:

· Hindi dapat hihigit sa 85 taong gulang sa katapusan ng termino ng pautang;

· Walang ibinabawas sa kanyang buwanang pensyon, gaya ng natitirang balanse sa ibang pautang ng SSS o kaya’y sobrang benepisyong binayaran ng SSS;

· Walang utang sa ilalim ng SSS Calamity Assistance Package; at

· Tumatanggap na ng regular na pensyon na hindi bababa sa isang (1) buwan.

· Halimbawa, nag-apply kayo ngayong Hunyo, ang simula ng inyong pagbabayad ay sa Agosto pa.

Sa kasalukuyan, maaari kayong makahiram ng katumbas ng tatlo hanggang 12 beses ng inyong tinatanggap na basic monthly pension (BMP) kasama ang P1,000 additional benefit na ibinigay noong 2017. Subalit, hindi ito hihigit sa P200,000 na siyang maximum loanable amount na ipinapahiram sa ilalim ng PLP. Dagdag pa rito, ang net take-home pension o matitira sa inyong buwanang pensyon ay hindi dapat bababa sa 47.25%.


Samantala, ang pension loan na katumbas ng tatlong beses ng inyong tinatanggap na buwanang pensyon ay babayaran n'yo sa loob ng anim na buwan; kung katumbas naman ng anim na beses ng inyong buwang pensyon, maaari n'yo itong bayaran sa loob ng 12 buwan, Lolo Jose. Kung ang nahiram n'yong pension loan ay katumbas ng siyam o 12 beses ng buwanang pensyon, maaari n'yo itong bayaran ng hanggang 24 buwan o sa loob ng dalawang taon.


Online na rin ang pag-file ng application sa PLP maging kayo man ay first-time borrower o magre-renew ng pension loan. Kinakailangan lamang na kayo ay nakarehistro sa My.SSS na matatagpuan sa SSS website, www.sss.gov.ph. Hinihingi rin namin ang inyong contact number o aktibong mobile number, kabilang ang inyong SSS UMID-ATM o kaya’y ang Union Bank Quick Cash Card para dito.

Mag-log in kayo sa inyong My.SSS account at magtungo kayo sa SERVICES tab kung saan makikita ninyo ang “Apply for Pension Loan.” I-click ninyo ito upang simulan ang iyong aplikasyon. Sunod, piliin ang halaga ng iyong uutangin at kung gaano mo ito katagal babayaran. Matapos nito, i-click ang “I agree sa mga terms and conditions of the program.”


Maaari naman n’yong i-download o kaya’y i-print ang kopya ng Disclosure Statement at makatatanggap na kayo ng kumpirmasyon sa pamamagitan ng e-mail o text tungkol sa iyong aplikasyon. Papasok naman ang halaga ng iyong inutang sa inyong UMID-ATM o UnionBank Quick Cash Card maghintay lamang limang working days.

Patuloy na tumatanggap ng aplikasyon ang SSS para sa bagong loan penalty condonation program nito. Inilunsad ang Consolidation of Past Due Short-Term Member Loans with Condonation of Penalty Program (ConsoLoan) para tulungan ang mga miyembro na mayroong past-due loans sa SSS. Sa ilalim ng programa, hindi na sisingilin ang kaukulang penalties o multa ng kanilang past-due loans. Sa halip, ang tangi na lamang nilang babayaran ay ang orihinal o principal amount at interes nito.


Sakop ng ConsoLoan ang salary loan, calamity loan, Salary Loan Early Renewal Program (SLERP), emergency loan at restructured loans gaya ng Loan Restructuring Program (LRP) noong mga nakaraang taon.


Samantala, maaari nilang bayaran ang prinsipal at interes sa pamamagitan ng one-time full payment, o kaya’y bayaran kahit 10% nito bilang down payment at ang natitirang balanse ay babayaran ng installment sa loob ng hanggang 60 buwan o limang (5) taon, depende sa halaga ng kanilang pagkakautang.

The Social Security System (SSS) and other government agencies participated in the Okada Manila Service Caravan from April 18 to 20, 2023 held at the Employee Dining Room of Okada Manila in Parañaque City to provide SSS online and onsite services.

SSS Account Management Group Head Neil F. Hernaez (left photo, with face mask) visited Okada Manila to check on SSS participation in the Service Caravan.

“The SSS Large Accounts Division, which in this event is represented by its NCR Large Accounts Department, partners with the SSS Servicing Branch to provide SSS online and onsite services upon the request of employers. We reach out to SSS members and bring our online platforms to events like this as part of our information and social security coverage drive,” Hernaez explained.
