Buti na lang may SSS


Dear SSS, 

 

Magandang araw. Ako ay isang contract of service worker sa isang government agency dito sa Manila. Dahil sa status ng aking employment ay hindi ako qualified na maging GSIS member. Kaya nais kong malaman kung maaari ko bang ipagpatuloy ang paghuhulog sa SSS? Salamat.  — Johnny

Malugod naming ipinaaalam sa iyo na maaari mong ipagpatuloy ang pagiging miyembro ng SSS bilang self-employed. 


Ang kinakailangan lang ay magkaroon ng Memorandum of Agreement (MOA) ang iyong pinaglilingkurang government agency at ang SSS sa ilalim ng KaSSSangga Collect Program o ang dating tinatawag na KaltaSSS-Collect Program.


Sa ilalim ng MOA na ito, ang mga job order at contract of service worker na naglilingkod sa national government agencies, local government units (LGUs) at iba pang government institutions ay mabibigyan ng social security coverage mula sa SSS. Ang mga nabanggit na mga manggagawa ay isasaklaw bilang self-employed members ng SSS.


Samantala, ang kanilang pinaglilingkurang tanggapan ng pamahalaan at LGU ay magsisilbing Coverage at Collection Partner ng SSS. Bibigyan sila ng SSS ng authority na mangolekta at mag-remit ng buwanang kontribusyon ng kanilang mga job order at contract of service workers sa pamamagitan ng isang salary-deduction scheme.


Layunin ng KaSSSangga Collect Program na masiguro ang kinabukasan ng lahat ng job order at contract of service worker na naglilingkod sa mga ahensya ng pamahalaan sa buong bansa. Bagama’t ang mga empleyadong ito ay nagtatrabaho sa mga tanggapan ng gobyerno, sila ay itinuturing na mga pribadong self-employed na miyembro at hindi nasasakop ng Government Service Insurance System (GSIS). Kaya, wala silang social security coverage. 


Bilang self-employed member ng SSS, sila ay maaaring makatanggap ng social security benefits gaya ng sickness, maternity, disability, retirement, funeral at death benefits. Makakakuha rin sila ng karagdagang coverage mula sa Employees’ Compensation Program (ECP) para sa mga contingency na may kaugnayan sa kanilang pagtatrabaho. Bukod dito, maaari rin silang mag-apply sa iba’t ibang member loans na ipinagkakaloob ng SSS tulad ng salary at calamity loans.


Sa kasalukuyan, ang SSS contribution rate ay 14% ng monthly salary credit na hindi hihigit sa P30,000. Maaari mo namang ibatay, Johnny, ang halaga ng iyong magiging buwanang kontribusyon sa monthly salary credit o ang salary level kung saan nakabase ang iyong buwanang kita na idineklara mo sa registration form o SS Form E-1 (Personal Record). 


Ang Schedule of Contributions ay makikita sa SSS website, www.sss.gov.ph o kaya’y sa Facebook page nito sa Philippine Social Security System. Kaugnay nito, ang buwanang kontribusyon ng self-employed ay maaaring tumaas o bumaba batay sa iyong aktuwal na kinikita.


Halimbawa, Johnny, ang idineklara mong buwanang kita sa registration form ay P10,200. Batay sa Schedule of Contributions, ito ay katumbas sa P10,000 monthly salary credit at may kaukulang SSS contribution na P1,400 kada buwan at P10 naman kada buwan ang para sa iyong Employee’s Compensation (EC) contributions na may kabuuang halaga kontribusyon na P1,410 kada buwan.

Patuloy na tumatanggap ng aplikasyon ang SSS para sa loan penalty condonation program nito. Inilunsad ang Consolidation of Past Due Short-Term Member Loans with Condonation of Penalty Program (Conso Loan) para tulungan ang mga miyembro na mayroong past-due loans sa SSS. Sa ilalim ng programa, hindi na sisingilin ang kaukulang penalties o multa ng kanilang past-due loans. Sa halip, ang tangi na lamang nilang babayaran ay ang orihinal o principal amount at interes nito.


Maaaring bayaran ang prinsipal at interes sa pamamagitan ng one-time full payment, o kaya’y bayaran kahit 10% nito bilang down payment at ang natitirang balanse ay babayaran nang hulugan sa loob ng hanggang 60 buwan o limang taon, depende sa halaga ng kanilang pagkakautang.


Sakop ng Conso Loan ang salary loan, calamity loan, Salary Loan Early Renewal Program (SLERP), emergency loan, at restructured loans gaya ng Loan Restructuring Program (LRP) noong mga nakaraang taon.

Tandaan na ang irerehistrong e-mail address ay kailangang aktibo at nagagamit pa dahil dito ipadadala ng SSS ang link para i-activate at magamit mo ang iyong My.SSS account.

The Social Security System (SSS) today said that nearly 600 cameramen, production assistants, reporters, and newscasters working at the state-run television station People’s Television Network (PTV) will now be eligible for social security coverage and protection under the KaSSSangga Collect Program.


SSS President and Chief Executive Officer Rolando Ledesma Macasaet (3rd from left) and PTV General Manager Analisa V. Puod (4th from left) signed an agreement on May 16 at the SSS Main Office in Quezon City. This historic partnership between the two government institutions marks a significant step towards providing SSS benefits to job order (JO) workers in the government television network.


Other signatories to the agreement are (from left) SSS Senior Vice President for National Capital Region (NCR) Operations Group Maria Rita S. Aguja, SSS Executive Vice President for Branch Operations Sector Voltaire P. Agas, PTV Administrative Division Head Jasmine B. Barrios, and PTV Administrative Officer III Felomena T. Arroyo.


Macasaet commended General Manager Puod and other PTV officials for registering its JO workers as members of SSS, which ensured their welfare.


“We laud the initiative of PTV to help their JO workers secure their future and prepare for their retirement by becoming SSS members. We thanked PTV for allowing their JO workers to get the social security protection they deserve,” Macasaet said.


Puod thanked SSS for the partnership, which will help their JO workers, who have been with the network for over a decade, save for their retirement.


Macasaet called on other government agencies and local government units to follow the example set by PTV’s leadership. 'We encourage you to take the necessary steps to secure the future of each of your fellow government workers, especially your JO workers, through SSS membership. Let's work together to ensure the welfare of our workers,' he urged.


Aguja, who also chairs the Task Force on KaSSSangga Collect Program, said that PTV JO workers would be registered as self-employed SSS members under the program. Government JO workers are not covered by the Government Service Insurance System (GSIS) due to their employment status.


“Under the agreement, PTV will serve as an authorized Coverage and Collection Partner of SSS. This means that PTV can now collect and remit the monthly contributions of its JO workers through a salary-deduction scheme, making the process more convenient and efficient for the workers,” Aguja explained.


As SSS self-employed members, JO workers will gain access to a comprehensive range of social security benefits. These include sickness, maternity, disability, retirement, funeral, and death benefits. They can also apply for SSS loan programs such as salary and calamity, providing them with financial security in various life situations.


“On top of SSS benefits, they will also get additional coverage from the Employees’ Compensation Program (ECP) for work-related sickness, disability or death,” she added.

Aguja said that regular PTV employees can also continue paying their SSS contributions as voluntary members under the program.


As of March 2024, more than 430,000 JO and contract of service workers in 3,197 local government units (LGUs), national government agencies, state universities and colleges (SUCs), and local water districts now have social security coverage through the KaSSSangga Collect Program.

Buti na lang may SSS


Kinikilala ng ating Kongreso ang kabayanihan ng ating mga sundalo na siyang nangangalaga sa lipunan upang itaguyod ang kapayapaan.


Alam nating lahat ang hirap at pasakit na nararanasan nila habang sila ay naroroon sa kanilang destino upang mangalaga at mapanatili ang kapayapaan ng ating mahal na bayan. Kaya naman ang ating Kongreso ay naglaan ng pension benefits sa ating mga beteranong sundalo at sa kanilang mga dependents na nagkasakit o nasugatan habang sila ay nasa “line of duty”.  


Nakapaloob ang benepisyong ito sa Republic Act No. 6948, na inamyendahan ng R.A. No. 11958 upang pataasin ang halaga nito. Ang pamagat ng batas na ito ay “An Act Rationalizing the Disability Pension of Veterans, amending for the Purpose Republic Act No. 6948, Entitled “An Act Standardizing and Upgrading the Benefits for Military Benefits for Military Veterans and their Dependents as Amended”.


Nakapaloob sa Section 1 ng nabanggit na batas ang pag-amyenda sa Section 5 ng R.A. No. 6948 katulad ng mga sumusunod:


“Section 5. Pension Rates. -- A veteran who is disabled owing to sickness, disease, wounds or injuries sustained in line of duty shall be given a monthly disability pension in accordance with the rates prescribed hereunder:


(a) If and while the disability is rated anywhere from ten to thirty per centum (10% - 30%), the monthly pension shall be Four thousand five hundred pesos (P4,500.00);

(b) If and while the disability is rated anywhere from thirty-one to forty per centum (31% - 40%), the monthly pension shall be Five thousand three hundred pesos (P5,300);

(c) If and while the disability is rated anywhere from forty-one to fifty per centum (41% - 50%), the monthly pension shall be Six thousand one hundred pesos (P6,100.00);

(d) If and while the disability is rated anywhere from fifty-one to sixty per centum (51% - 60%), the monthly pension shall be Six thousand nine hundred pesos (P6,900.00);

(e) If and while the disability is rated anywhere from sixty-one to seventy per centum (61% - 70%), the monthly pension shall be Seven thousand seven hundred pesos (P7,700);

(f) If and while the disability is rated anywhere from seventy-one to eighty per centum (71% - 80%), the monthly pension shall be Eight thousand five hundred pesos (P8,500.00);

(g) If and while the disability is rated anywhere from eighty-one to ninety per centum (81% - 90%), the monthly pension shall be Nine thousand three hundred pesos (P9,300.00);

(h) if and while the disability is rated anywhere from ninety-one to one hundred per centum (91% - 100%), the monthly pension shall be Ten thousand pesos (P10,000.00); plus One thousand pesos (P1,000.00) for the spouse and each unmarried minor children: Provided, That a veteran, upon reaching the age of seventy (70) and not receiving disability pension under this Act, is deemed disabled and shall be entitled to a monthly pension of One thousand seven hundred pesos (P1,700.00) only: Provided, further, That the entitlement to the disability pension authorized herein shall be prospective and limited to eligible living veterans only.”


Kapag ang isang beterano na umabot sa edad na 70 at hindi tumatanggap ng “disability pension” sa ilalim ng batas na ito, siya ay ituturing na may kapansanan at dapat ay may karapatan sa isang buwanang pensyon na P1,700.00.


Ang karapatan sa “disability pension” na pinahintulutan ng batas na ito ay magiging prospective at limitado sa mga karapat-dapat na buhay na beterano lamang.


Ang paunang halaga na kailangan para sa pagpapatupad ng batas na ito ay magmumula muna sa Pension at Gratuity Fund. Pagkatapos noon, ang mga halagang maaaring kailanganin para sa patuloy na pagpapatupad ng batas na ito ay isasama sa taunang General Appropriations Act.
